Summary This position is in Office of Air and Radiation, Office of Air Quality Planning and Standards, Health and Environmental Impacts Division, Risk and Benefits Group. About OAR: About the Office of Air and Radiation This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Provide authoritative advice to managers and other staff on highly technical and highly visible or sensitive problems associated with the health, environmental, and economic benefits of government action or non-action based upon knowledge and expertise in the assessment of health, environmental, and economic benefits. Represent EPA's regulatory and policy position regarding health, environmental, and economic benefits of air pollution controls in meetings with other Federal Agencies. Serve as Contracts Task Order Manager, serves as the Contracting Officer's technical representative for the purpose of monitoring the technical progress and performance of specific delegated portions of the work under contracts. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. This position is designated as, Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as analyzing the health, environmental, and economic benefits of environmental regulations and advising internal and/or external groups on information related to these benefits. Your application package will be used to evaluate your competencies in the following areas: Knowledge of health, environmental, and economic benefits. Ability to conduct health, environmental, and economic benefits studies related to environmental regulations. Knowledge of health, environmental, and economic benefits analyses. Knowledge in economic and health benefits methodology. Skill in leadership and management of Task Orders related to health, environmental, and economic benefits assessment. Ability to assess overall performance of external contractors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Economist, 0110 You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in economics with at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR a combination of education and experience with courses equivalent to a major, as listed. If you are selected, you will serve in either a temporary promotion or a detail. If this position is at a higher grade than your current grade, the assignment will be a temporary promotion which will be processed for a period not to exceed one year. It may be extended up to four additional years without further competition, for a total of five years. If you are already at the same grade as this position, your assignment will be a detail which will be processed for a period not to exceed 120 days, and may be extended in 120 day increments. While on the detail, your salary will not change. You may be returned at any time to the position from which you were temporarily promoted or detailed, or to a different position of equivalent grade and pay.
