Summary You will serve as an EDUCATION AND TRAINING TECHNICIAN in the COMMAND TRAINING DEPARTMENT (N7) of NCTAMSLANT NORVA. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. GG-11 SALARY RANGE: $73,572 - $100,545 GG-12 SALARY RANGE: $88,183 - $120,512 Responsibilities You will review all training requirements and requests and support the completion of training and education. You will develop and execute yearly command Long-Range Training Plan (LRTP). You will monitor LRTP execution through reports generated from training information management systems for presentation at biweekly Planning Board for Training (PB4T). You will post training requirements to the command SharePoint calendar and departmental site. You will provide technical advice and information on training and Individual Development Plan (IDP) development and maintenance. You will recommend approval/disapproval of training requests based on budgetary consideration, priorities of attendance and schools requested. You will select and manage resources, including working with both internal employees and training vendors to develop and deliver training. You will coordinate access and support requirements for training service providers. You will prepare Authorization, Agreement and Certification of Training (SF182) through the Waypoints or Total Workforce Management System (TWMS) for civilians and military members. You will verify data in the Navy Enlisted Advancement System (NEAS) and updating prior to distributing to the command. You will track, review and approve Tuition Assistance (TA) and US Navy Community College (USNCC) requests. You will research, provide information and manage participation in leadership development programs. You will assist the Reserve Program Director (RPD) by providing administrative support to reservists reporting for Annual Training (AT) or Active Duty Training (ADT). You will coordinate for reception and work center assignment of reservists to maximize training opportunities. You will assist the Educational Services Officer in administering the Navy Wide Advancement Exam. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: GG-11: -Experience assisting in the preparation of training directives, training and readiness reports. -Experience completing training expenditure forecasts. -Experience updating command training plans. This position is within the Work Category TECHNICIAN & ADMINISTRATIVE SUPPORT at Work Level SENIOR, Series and Grade GG-1702-11. GG-12: -Experience monitoring training expenditures and preparing monthly purchase statements for Authorizing Officers review. -Experience counseling and advising military personnel on career path objectives and military advancement procedures. -Experience advising senior officials on matters related to the military training program. -Experience planning, acquiring, preparing, conducting, and documenting individual and group training. Promotion is neither implied nor guaranteed. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
