Project Summary:
The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. At the request of USAID, the AMELA is assessing aspects of education in Afghanistan.

Position Summary:
The Education Assessment Advisor will provide expert knowledge and advice to the Assessment, under the direction of the Chief of Party and the AMELA Component One Technical Lead. The Advisor will primarily assist by conducting interviews. The estimated level of effort for this position is up to 35 days.
Responsibilities:
Participate in a series of workshops and roundtable discussions on the education system in Afghanistan and trends and developments in the sector. Assist in the development of data collection and review data analysis outputs.
Qualifications:
Bachelor’s degree in the relevant field is required. Master’s degree is preferred. Minimum three years of experience required. Minimum seven years of experience in international development is preferred. Experience and knowledge of research, and assessment of education initiatives are required. Experience working with USAID and/or other international donors, preferred. Strong written and oral language communication skills in English required.
