This position also supports the Child Care Development Fund (CCDF) grant and all other Early Childhood Federal grants and stimulus dollars. This position reports directly to the Early Childhood Chief of Staff. Knowledge, skills, and abilities required: + Knowledge of federal regulations related to early childhood programs at local, state, and federal levels. + Knowledge of personal computer-based applications, including word processing, spreadsheets, and databases. + Strong problem-solving skills and creative-solution' s thinking. + Ability to identify, analyze, and address a wide variety of issues and problems with many variables, in a high intensity and fast-paced environment. + Ability to work collaboratively across multiple departments to develop consensus and to execute on plans. + Exceptional time management skills with a keen understanding of task tracking and project management approaches. + Exemplary oral and written communication skills. + Strong organizational and critical thinking skills and ability to meet and prioritize changing demands. + Experience managing multiple funding streams, experience with federal grants, and/or contracts + Experience working with multiple teams to create and/or revise processes. Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs. Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education, as an expert witness providing background information and relevant research findings and the recommendations. Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the fields of education on programs, policies, procedures, laws, and regulations and answers questions and assists in the resolution of education problems.
