EDUCATION SERVICES SPECIALIST
Summary You will serve as a SENIOR EDUCATION SPECIALIST/COUNSELOR in the Naval Education and Training Professional Development Center (NETPDC), Navy Voluntary Education (VOLED) Department, Navy College Virtual Education Center (NCVEC) Division of NETPDC. Responsibilities You will conduct educational outreach and Fleet Engagement services on DON VOLED programs, policies, and procedures for military flag staffs, command TRIADs, and/or other command leadership as directed by higher authority. You will ensure detailed, individual-specific education plans for Sailors are in place to meet the Sailor’s personal and professional goals. You will provide educational and vocational counseling to Sailors, researching and resolving VOLED related issues. You will counsel and provide information on special educational programs that are available through the Navy VOLED program in partnership with local colleges and universities. You will address funding solutions, to include Navy Tuition Assistance (TA). Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assessing individual's educational needs to provide available options. 2) Developing solutions to Voluntary Education (VOLED) program issues. 3) Implementing VOLED programs in accordance with the organization's mission and objectives. 4) Training personnel on VOLED programs, policies and procedures. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a bachelors (or higher) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. Applicants may substitute education for experience in the following situations: A Ph.D. or equivalent doctoral degree OR have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR Have a combination of experience and education as described above that equates to one year of experience. The work is mostly sedentary; however, walking, bending, standing, lifting (less than 25 pounds), and climbing are required when providing outreach/Fleet Engagement services to other commands. May be required to go on board ships or travel (air, vehicle) for long durations to Continental United States (CONUS) and Outside Continental United States (OCONUS) Naval installations. Physical agility is necessary in order to work on board ships. Work is normally performed in an office setting. However, the incumbent must be able and willing to work from remote sites during installation visits and Fleet Engagement events, which may include shipboard visits. Incumbent must be able to travel from normal duty stations to CONUS and OCONUS locations up to 25% of the time. Must be able to work aboard Naval vessels at port for periods of several days. Requires ability to support working various shift schedules (hours between 0600 and 1900).
