Education Technician
Summary The Education Technician, referred to as the Talent Management System (TMS) VHA Item Manager, is assigned to the Associate Director for the Learning Systems and Training Team. The primary purpose of this position is to manage VHA Institute for Learning, Education and Development (ILEAD) Program Office courses, content, evaluations, events, instructors, facilities, locations, and reporting in the TMS and other Learning Management Systems managed by ILEAD. Responsibilities This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidates will not receive consideration. The major duties of this position include but are not limited to: Provides data management services as appropriate for the VA TMS, VHA TRAIN and the BIS. Create and manage courses and all of their associated component parts (evaluations, content objects, and documents) for ILEAD and other VA partners as assigned. Work closely with ILEAD Project Managers and Education Technicians to define configuration requirements for courses, curricula, content objects, evaluations, evaluations and other components to ILEAD managed content. Maintain ILEAD Item Management spreadsheet for all ILEAD managed courses, ensuring courses and documents are correctly interfaced to TMS or other ILEAD managed Learning Management Systems. Manages the creation of time based training events; registration and completions for VHA/ILEAD Program Office training. Creates and manages appropriate curricula, training requirement or assignment profile to assign and manage the course. Ensures course is placed in the appropriate catalog. Defines, creates and maintains classes (or groups) of users for automatic assignment of the course. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-6, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing data management services as appropriate for the VA TMS. Creating and managing courses and all of their associated component parts (evaluations, contentobjects, and documents) in VA TMS. Ensuring courses and documents are correctly interfaced to VA TMS or other Learning Management Systems. Managing the creation of time based training events; registration and completions for VHA Program Office training. You will be rated on the following Competencies for this position: Education Program Support- Knowledge of training/education standards, policies, procedures and project objectives, as they pertain to such areas as Talent Management System (TMS) course management, implementation, evaluation, and documentation. In-person Communication- Ability to apply written and oral communication techniques to develop and deliver TMS demonstrations and briefings; and develop spreadsheets, status reports, and correspondence to mangers to foster understanding and acceptance of recommendations. Analysis and Evaluation- Knowledge of and skill in applying analytical and evaluative techniques to support TMS programs. Organizational Skills- Ability to maintain and control education/training records and files; process incoming and outgoing materials such as correspondence, memorandum and reports; while ensuring all related reporting requirements are met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work also involves travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
