Position Summary Information
General Summary
The EEO Investigatorserves a strategic business partner helping to build and strengthen the human resources of the organization that will enable our organization to achieve its mission. The EEO Investigator provides the full scope of human resources services with an emphasis onconducting fact-based EEO investigations, preparing investigative reports and facilitating the investigative process and training.
Essential Functions
· Investigates, gathers and analyzes EEO complaints of discrimination, harassment and retaliation to determine if there is a violation of established Code or Regulations, Manual of Standard Procedures, or collective bargaining agreements
· Conducts fact based investigative interviews, gathers evidence and prepares well written detailed and factually based investigative reports
· Familiar with employment laws and WSSC Water workplace policies and procedures, as well as employee relations policies and collective bargaining agreements
· Administers WSSC Water Codes of Regulations, Manual of Standard Procedures or collective bargaining agreements, as it relates to EEO matters
· Analyzes, researches, provides recommendations, and develops new EEO policies or updates existing policies in compliance with evolving and current laws and organizational standards
· Guides employees and managers on application of WSSC Water EEO Codes of Regulations, expectations and processes to ensure compliance
· Develops and/or acquires training and development to comply with mandatory EEO training for employees and managers
· Provides managers and employees with counsel and assists management in resolving EEO issues to reduce legal risk and ensure compliance with federal, state and local employment laws
· Maintains liaison with the Human Resources Office to assure that EEO policy and practices are coordinated with other WSSC Water departments
· Performs all tasks and job functions in compliance with regulatory requirements
· Mediates general disagreements between managers and employees; collects and reports workforce data for the purpose of improving justice, equity, diversity and inclusion
· Works with WSSC Water management on hiring practices, job descriptions and pay equity to improve WSSC Water’s diverse hiring efforts and inclusionary practices
· Maintains knowledge of EEO and diversity-related issues, legislation, and best practices
· Manages all aspects of the ADA process including engaging management and the employee in the interactive process
· Experience in promoting justice, equity, diversity and inclusion
· Drives a vehicle to conduct WSSC Water business
Other Functions
·Designs and facilitates management studies and other special projects.
· In conjunction with department leadership, develops business project mapping, decision analysis, workload measurement and job design.
· In conjunction with department leadership and the Human Resources Office, develops and implements a strategic workforce plan.
· Performs employee relations, EEI / EEO or justice, equity, diversity and inclusion related activities at off-site facilities, as needed.

Required Knowledge, Skills, And Abilities
· Conduct EEO investigations by gathering evidence and working knowledge of human resources policies, practices and tools and demonstrated knowledge of pertinent employment laws and regulations.
· Familiarity with Title VII of the Civil Rights Act of 1964, as amended and the Americans with Disabilities Act of 1990, as amended
· Ability to communicate effectively verbally and in writing.
· Ability to build relationships and partner across functional and organizational lines.
· Ability to make independent decisions, solve problems and implement those decisions.
· Ability to exercise sound judgment.
· Ability to use standard office automation software.
Minimum Education, Experience Requirements
+ Bachelor’s degree
+ 6+ years experience conducting EEO and employee relations investigations, preparing investigative reports, and experience performing training on discrimination, harassment and retaliation compliance requirements
OR
+ High School diploma (or equivalent)
+ 10+ years experience conducting EEO and employee relations investigations, preparing investigative reports, and experience performing training on discrimination, harassment and retaliation compliance requirements
Additional Requirements
· Possession of a valid driver’s license with no more than 4 points and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days or hire or transfer
· Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.
Preferences
· Advanced degree
· Prior experience handling employee/labor relations matters
· Prior experience responding to ADA accommodations requests
· Prior experience working in diversity, equity and inclusion programming
· Prior experience using HRMS systems such as Oracle, SAP , PeopleSoft.
Salary$93,240 - $158,760
