About the New York City Board of Correction
The New York City Board of Correction (“BOC” or the “Board”) is a nine-person, non-judicial oversight board, which regulates, monitors, and inspects the correctional facilities of the City. The Mayor, City Council and presiding justices of the Appellate Division of the Supreme Court for the First and Second Judicial Departments (in joint nomination with the Mayor) appoint its members. The Board’s original appointees began in 1957, making it one of the earliest independent oversight boards of detention settings in the United States. In 1977, the Board’s role was expanded, and it became more independent.
The City Charter mandates the Board’s five functions:
- Establish and ensure compliance with minimum standards “for the care, custody, correction, treatment, supervision, and discipline of all persons held or confined under the jurisdiction of the Department of Correction”
- Investigate serious incidents
- Review grievances from people in custody and staff
- Evaluate the performance of the Department of Correction
- Make recommendations on areas of key correctional planning.
With offices in lower Manhattan and on Rikers Island, BOC works regularly with DOC and Correctional Health Services (“CHS”), and often with other government and external partners, on a wide range of criminal justice issues germane to its oversight responsibilities. The Board brings to this work a strong emphasis on public reporting and data-driven decision making.
JOB DESCRIPTION
BOC is seeking to hire a Confidential Agency Investigator to serve as an Equal Employment Opportunity Officer (“EEO”). Under supervision and direction of the Board’s Executive Director, with wide latitude for independent judgment and decision making, the responsibilities of the EEO Officer include but are not limited to the following:
- Formulating and implementing the Agency’s EEO policy and procedures as required to comply with all applicable Federal, State and Local laws;
- Conducting and/or overseeing internal EEO investigations and preparing advisory memos, investigative reports, including recommendations for complaint/issue resolution in a timely manner. Conducting mediation sessions/alternative dispute resolution when needed;
- Developing, conducting and/or coordinating all EEO-related training for all Agency staff
- Working with senior executives to develop strategies to improve diversity and promote a more inclusive workplace;
- Serving as the Board’s Accessibility Coordinator including processing requests for reasonable accommodations and working with the Mayor’s Office for People with Disabilities;
- Developing strategies and initiatives to support gender equity and Diversity, Equity, Inclusion, and Belonging and representing the Board at Gender Equity Interagency Partnership meetings;
- Preparing monthly, quarterly, and annual reports required by the Office of Citywide Equal Employment Opportunity and the Equal Employment Practices Commission;
- Developing strategies and initiatives specific to diverse workforce planning, fostering, and maintaining an inclusive workplace culture, and designing diversity and inclusion leadership competencies;
- Monitoring and reviewing the agency’s employment practices, including recruitment, job postings, selections, promotions, performance evaluations, transfers, and separations to ensure compliance with applicable laws and City EEO guidelines;
- Handling special projects and initiatives as assigned by the Executive Director.
