POSITION DEFINITION:The incumbent in this position is responsible for supervising the Company’s Environmental Health and Safety Programs. This includes, monitoring federal, state, and local environmental, water quality, and public water supply regulations and legislation, and assisting the Engineering and Construction teams in compliance with these regulations. ACCOUNTABILITY:As a skilled employee and responsible professional, the incumbent must work independently, exercise initiative and judgment in the performance of a broad range of responsibilities in an environment of routinely sensitive and confidential issues. Therefore, the employee must have strong organizational and interpersonal skills to deal effectively with all levels of the company’s management staff, visitors, and vendors. ESSENTIAL JOB DUTIES:• Supervises assigned EH&S Program Administrators, assigns daily tasks, and reviews their timekeeping• Oversees and monitors the maintenance of relevant compliance documentation to ensure accurate and timely record-keeping for proactive management purposes and to meet regulatory guidelines for documentation and reporting• Prepares/updates environmental policies, procedures and guidelines for Manager approval to ensure compliance with applicable regulations• Prepares environmental responses and reports that reflect the best interests of the Company and its customers• Initiates, coordinates, and participates in environmental audits. Prepares environmental assessments of Company Capital projects. Recommend actions to reduce potential environmental hazards• Coordinates training in the areas of technical expertise, water and wastewater certifications, injury risk reduction, OSHA regulations and compliance with safe practices• Oversees all environmental and health department permits, including public water supply, erosion control, and landfill permits• Tracks Company’s Capital project permit process to review for accuracy in application, monitoring program, and close-out procedures• Interprets and recommends actions to comply with applicable environmental federal, state, and local laws and regulations• Coordinates Company’s safety programs, including Illness and Injury Prevention Programs, Safety Audits, OSHA requirements, MSDS documentation, and training programs• Analyzes proposed legislation, environmental impact reports, environmental documents and environmental, water quality, and public water supply regulations that may impact the Company. Consults with internal and external contacts to provide technical expertise and information needed to effectively guide and enable others to comply with applicable policies, rules, regulations, and laws• Oversees development of safety policies, procedures and guidelines for Officer approval to ensure compliance with applicable regulations• Interprets and recommends actions to comply with applicable federal, state and local safety laws and regulations. Assists in preparation of required safety records and related documents• Collaborates with Company personnel and Company consultants in assisting in the development and maintenance of the Company’s safety and security program• Develops and supervises the training and other programs for employees to ensure that relevant information and procedures related to environmental health risks are effectively disseminated to management, supervisors, and all other employees• Assists Engineering and Construction teams with Renewal & Replacement Projects, Capital Upgrade Projects, and the regulatory requirements associated with the projects• Works closely with the Capital Construction Manager on all environmental, health and safety items related to construction activities• Identifies potential environmental and/or health hazards to Company employees, Company facilities, and the public to minimize the Company’s liability• Conducts data analysis, summarizes data with tables and graphs, and prepares reports and/or presentations to explain causes and effects on water quality as required by management• Maintains the Company’s Databases that may include but are not limited to ASUS AWWIMS, Water Quality, Cross-connection Control, and Employee Training• Performs periodic field inspections, office walk-throughs, and plant inspections. Completes safety inspection reports, including recommending actions for correction• Serves as the Company’s representative on environmental committees, both internally and externally• Serves as the Company’s representative on safety committees, both internally and externally• Coordinates upcoming organic construction activities with individual subsidiary environmental health & safety coordinators to facilitate safety checks and reviews• Oversees Company research activities related to environmental issues. Prepares and implements studies to improve overall environmental issues. Prepares and implements studies to improve overall environmental quality control. Prepares technical reports and documents in support of any research or study• Other related duties as required MINIMUM POSITION QUALIFICATIONS:• A Bachelor’s Degree from an accredited college or university in Environmental Science, Environmental Engineering, or other related sciences or related field; Master’s degree highly desirable• Five years’ environmental engineering, regulations and water and wastewater operations experience with demonstrated increasing responsibilities performing highly complex work• Three to five years’ experience in supervising technical staff• Requires excellent verbal and written communication skills• Requires State mandated certification or ability to obtain certification• Must have and maintain a valid Driver’s License for the state in which employed The incumbent must be willing to travel as required by project needs. COMPENSATION INFORMATION The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
