Site Name: USA - Maryland - Rockville Posted Date: Nov 12 2024 Full time on-site role in Rockville, MD Job Purpose: The purpose of this role is to provide EHS and Risk Management services that support business goals and legal requirements. This role is responsible for managing the significant EHS risk at the facility and in the event of a major adverse event could have a very significant impact on GSK’s reputation. Act as a champion for EHS across the site and work with managers, supervisors and other staff to help them improve EHS management and performance in their areas of responsibility. The role includes strategic planning, tactical interventions and day-to-day support for operations. Direct management of site EHS staff. Key Responsibilities: Leadership and Planning: Active member of the Rockville Site Leadership Team. Site Leadership Team member responsibilities include contributing to strategic decision making, customer service, cost reduction and process improvement goals of the site and GSC while acting as a role model leader for all site staff. Lead the development and implementation of site EHS strategy and associated annual safety plans. Lead, manage and develop the site EHS Team creating a sustainable EHS organization capable of handling day-to-day EHS and risk operations as well as emerging issues Establish and monitor EHS objectives, metrics and targets that reflect local needs and are aligned with GSC and legal expectations. Identify and support actions necessary to ensure these are achieved. Advise management on EHS risks and impacts, and on compliance with GSK and legal requirements. Advise management on requirements for capital and operational expenditure to support EHS. Ensure focus is maintained on EHS priorities through proactive communication and support. Manage contracts with relevant suppliers of EHS services and manage and evaluate their performance. Risk Management: Coordinate EHS risk assessment, mitigation and escalation activities across all site operations and functions (including resident and project contractors). Advise management on the suitability and effectiveness of controls. Ensure that significant EHS risks are included in the site risk register, discussed at site RMCB meetings and that appropriate mitigation plans are developed and implemented. Coordinate and test local business continuity, emergency response, and crisis management plans. Environment, Health, Safety: Maximize the success of capital investment projects and new product introductions by proactively integrating EHS issues during all stages of design, construction, commissioning and validation. Provide management oversight to the Site clinic operations for occupational health and medical services and case management as well as site Wellness program. Review and track investigations of injuries, illnesses, environmental releases, non-injury accidents and near-misses to ensure they identify and resolve root causes. Direct the continuous improvement of the EHS management system framework by: Formulating the site’s EHS policy and its supporting procedural framework Identifying and ensuring training needs of all GSK personnel and contractors are met Directing employee EHS consultation and communication platforms and systems Directing provision of risk assessment and action planning tools for senior managers Liaising with GSK above-site functions external bodies and direct the site’s preparation in advance of changes in company policies, legal or other requirements, to ensure the site does not fall behind GSK or local peer companies with respect to developments in EHS principles and philosophies and their implementation Formulating the site’s EHS targets, objectives and annual working plan for incorporation within the Site Business Plan Accountability: Lead external regulatory inspections from Montgomery County Department of Environmental Protection, Washington Suburban Sanitary Commission, Maryland Department of Environment, Maryland Occupational Safety and Health, US Department of Transportation (Federal Aviation Administration, etc.), US Environmental Protection Agency. Ensure key EHS risks are effectively managed and, where appropriate, escalated to senior management. Achieve site EHS improvement targets and objectives in line with GSk expectations. • Resolve regulatory and other EHS issues to enable capital projects and new product introductions to be implemented on time and on budget. Lead the implementation of the EHS Management System at the site to facilitate compliance with Environment, Health & Safety legislation and to enhance EHS Management and Culture within the site. EHS Risk Assessment and Management associated with a high hazard manufacturing facility. Serious EHS issues can arise at any time, requiring the role holder to make important decisions and agree solutions at a moment’s notice. Solutions need to be ‘right first time’ to avoid serious adverse consequences. Why you? Basic Qualifications: We are looking for professionals with these required skills to achieve our goals: Bachelor of Science degree in industrial safety, industrial hygiene, or a branch of engineering or physical science that includes organic chemistry 10 years’ experience in EHS fundamentals (e.g. management systems, risk assessment and various hierarchies of control) Professional ABIH Certified Industrial Hygienist (CIH) or Certified Safety Professional (CSP) is required. Experience in any of the key regulatory requirements listed. (eg OSHA, NIOSH, ANSI, NFP, and EPA rules and regulations) and their application to a manufacturing environment, particularly in the following key areas: Safety, eg fire, machinery safety, flammable liquids Industrial hygiene, eg ergonomics, noise, chemical agents Environment, eg waste management, air emissions, energy efficiency EHS management systems. A successful record of risk reduction projects, preferably in manufacturing environment. Experience in implementation of federal, state and local EHS legislation, including (ie OSHA, HAZMAT, DOT, IATA, CWA, RCRA, EPA, SARA). Experience with various EHS issues: machinery, chemical agents, fire, ergonomics, occupational and environmental noise, workplace transport, environmental emissions, waste, and effluent management. Preferred Qualifications: If you have the following characteristics, it would be a plus: Master’s degree preferred Certified Hazardous Material Manager (CHMM) preferred. Demonstrated leadership skills Excellent computer skills primarily with Microsoft Office Suite and Project Highly effective written, oral and presentation skills Ability to prioritize multiple demands, think strategically and successfully lead multiple simultaneous projects Understands GSK’s EHS Standards, supporting documentation, processes and tools, including EHS Central, Medgate and other EHS Databases. Qualified in first-aid and/or incident commands Biopharm, Biotech or vaccine manufacturing experience, to include processes, equipment, EHS issues and good practices. Application of Lean Sigma tools and techniques to EHS issues (eg through Green Belt certification). GSK and local business processes, including the Quality Management System and Leadership Edge principles. Continuous Improvement: Raise performance by establishing improvement processes and setting objectives. Proficient in the continuous improvement framework. Developing People: Develop competencies of others through training, coaching or delegating responsibilities Current member of relevant professional EHS institution (eg American Society of Safety Engineers, American Conference of Governmental Industrial Hygienists). The annual base salary for new hires in this position ranges from $146,200 to $197,800 taking into account a number of factors including work location within the US market, the candidate’s skills, experience, education level and the market rate for the role. In addition, this position offers an annual bonus and eligibility to participate in our share based long term incentive program which is dependent on the level of the role.
