EHS Regulatory Programs Manager (US HyCO) (Remote/Hybrid - CA)

We are seeking a dedicated and experienced Environmental, Health, and Safety (EHS) Regulatory Programs Manager to join our team. This role is crucial in ensuring our company’s compliance with California's complex regulatory landscape. The successful candidate will serve as a key point of contact with regulatory agencies, plant management and regional/local EHS teams, and will drive compliance initiatives across our California operations. This role will also be responsible for Carbon Programs Management.

Job Type: Full-Time: individual contributor, no direct reports.

Location: California (Remote/Hybrid options available (Newport Beach, LA, or San Francisco) Travel as required to meet business needs, up to 25%.

Key Responsibilities:

Regulatory Liaison:

Act as the primary point of contact between the company and California regulatory agencies (i.e. CUPA’s local fire departments and emergency responders), including but not limited to Cal/OSHA, the California Environmental Protection Agency (CalEPA), and local air quality management districts.

Monitor and interpret regulatory developments in California that impact EHS compliance. Critical programs include, but are not limited to, California AB 32 (Mandatory Reporting Regulation [MRR], Cap-and Trade [C&T], CalARP Program Levels 3/4, and EPA Renewable Fuel Standards.

Provide strategic advice to management on regulatory requirements and compliance strategies from initiation through completion, including timelines, budgets, and resource allocation.

Coordinate cross-functional teams to implement EHS programs, processes, and improvements.

Ensure all projects are completed in accordance with regulatory requirements and company policies via company Management of Change system.

Prepare and present project reports and updates to senior management and stakeholders.

Carbon Programs Management:

Responsible for stationary GHG compliance program for our applicable industrial facility (e.g., US HyCO) assets.

Includes primarily California AB32 MRR/C&T and EPA MRR at this time; however, would also cover any future State-specific programs.

Program owner for compliance (including ensuring accuracy of all our reporting submissions / providing backup support for who is doing the env. reporting).

Credit registry management (including tracking of credits by vintage, facilitate transfers).

Support cost recovery process.

Compliance Management:

Develop, implement, and maintain EHS policies, procedures, and training programs to ensure compliance with all applicable laws and regulations.

Stay current with industry best practices and emerging trends in EHS management.

Stakeholder Engagement:

Collaborate with internal teams, including operations, local and regional EHS teams, legal, government relations and human resources, to ensure cohesive EHS compliance across the organization.

Engage with external stakeholders, such as, CGA, API and community groups, to support EHS initiatives and promote a culture of safety and environmental stewardship.

Qualifications:

Bachelor’s degree in Engineering, or a related field. A Master’s degree or professional certifications (e.g., CSP, CIH, CHMM) is preferred.

Minimum of 5 years of experience in EHS management, with a strong focus on regulatory compliance in California.

Proven experience in project management, including the ability to manage multiple projects simultaneously.

In-depth knowledge of California EHS regulations, including Cal/OSHA, CalEPA, and local air quality management districts, as well as, in-depth technical understanding of GHG regulations (e.g., California AB32 MRR/C&T, EPA MRR, Other emerging State programs).

Understand the design, operation, and process chemistry of large industrial facilities,

Demonstrated ability to distill complex regulations into actionable plans.

Strong analytical, problem-solving, and decision-making skills.

Excellent communication and interpersonal skills, with the ability to interact effectively with regulatory agencies, internal teams, and external stakeholders.

Proficiency in using EHS management software and tools.

Ability to work independently and manage time effectively in a remote or hybrid work environment.

Typical Schedule: Monday to Friday 

Typical Hours: Business Hours

Work Model: Remote/Hybrid

Nights/Weekends/Holidays: on-call, yes

Typical Travel: Travel as required to meet business needs, up to 25%. Mainly: HyCo facilities, L.A., San Francesco, Newport Beach. Rare (ex. once a year): Louisiana, Pennsylvania (HQ).

Typical Travel Duration: ~1-week

In California, the anticipated pay range is $120,750 - $145,350 plus bonus. It's important to note that individual compensation packages are determined based on a multitude of factors, including but not limited to experience, and qualifications.
