Electrical, Instrumentation and Controls (EI&C) Supervisor

The Linden Generation Station is an 800 MW natural gas/butane gas fired combined cycle co-generation plant located at Railroad and Chemical Avenues within the Phillips 66 refinery. The plant consists of five gas turbine generators exhausting into five triple pressure Heat Recovery Steam Generators (HRSG’s). The HRSG's are connected to a common steam header which supplies steam to three steam turbines and the adjacent refinery.

Opportunity Summary

The Electrical, Instrumentation and Controls (EI&C) Supervisor oversees the maintenance and performance of all electrical and instrumentation systems within the plant, ensuring they operate at peak efficiency. They provide leadership and guidance to the EC&I team, developing training programs and maintaining compliance with industry standards and regulations. Additionally, the EC&I Supervisor manages the maintenance of critical systems, including water chemistry instrumentation, and ensures reliable plant operations.

Primary Functions

Provide guidance to the electrical technician lead and I&C technician lead regarding equipment conditions and required maintenance activities to ensure reliable plant operations. Develop, schedule, maintain, and keep records of all electrical equipment as it pertains to NERC compliance as the registered GOP entity. Oversee the training of all electrical and I&C technicians, ensuring they meet expected qualifications to perform their assigned work tasks. Utilize the CMMS for all maintenance work orders, ensuring that maintenance conforms to all work procedures and safe work permit requirements. Ensure that water chemistry instrumentation is properly maintained and calibrated to support the plant's water chemistry program, including testing, inspections, instrument calibrations, and maintenance of the water treatment program. Provide guidance to operators and communicate with the chemistry contractor in administering maintenance support for the chemistry program. Ensure that thermal and electrical outputs are maintained at maximum levels and efficiencies. Report normal, abnormal, or emergency plant conditions to the Maintenance Manager. Prepare required reports to support the Plant Manager's reporting to the owner, operator, and/or utility. Assist in developing and maintaining procedures and forms to track the performance and maintenance history of all plant equipment. Review project operating and maintenance data as necessary to identify or prevent equipment problems. Maintain assigned NAES plant manuals and ensure that the policies and procedures are kept up to date, documenting what maintenance is performed and maintaining completion records in the CMMS for historical value. Take necessary corrective action in accordance with established policy or at the direction of the Maintenance Manager. Comply with the Environmental QA/QC Manual and ensure adherence to all environmental regulatory requirements. Motivate, direct, and supervise subordinate union personnel to accomplish their assigned duties safely and effectively. Become thoroughly familiar with the IBEW Local 94 – Linden Cogen Plant Collective Bargaining Agreement. Sustain the morale and motivation of assigned maintenance personnel and support operations personnel. Address employee concerns as they arise and escalate them as appropriate to the proper management level. Assist with locating, screening, and hiring electrical and I&C technician personnel. Complete other tasks as requested or assigned by the Maintenance Manager.

Establish and lead these activities following any rules, requirements, or guidance established in your business unit, group, or division. Involve all NAES teammates in the activities. Analyze results, write work orders, and provide training and education to eliminate hazards and at-risk behavior, ensuring compliance with company and regulatory requirements. Conduct regular observation tours: perform at least two safety observation tours of high-risk activities, such as confined space operations, to verify that employees are following safe practices, company procedures, and OSHA regulations. Maintain regular and frequent contacts with workers: conduct one-on-one sessions to discuss safety issues, communicate expectations, and coach safe behaviors, such as ensuring the use of all required personal protective equipment. Respond to incidents: address all safety-related incidents, including injuries, incidents, and near misses; write a report explaining the incident, identify the cause, and recommend corrective action; follow up to ensure corrective action is taken according to established business unit or division practices.

Working Relationships

The EI&C Supervisor reports to the Maintenance Manager and supervises subordinate EI&C Technicians. The EI&C Supervisor partners with the Plant Administrator, Operations Supervisor and Maintenance Supervisor as needed in the daily operation of the plant.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, stair and ladder climbing and routinely lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening. 

Work Schedule

This position offers a Monday to Friday work schedule, during regular dayshift hours. Position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required.

Compensation

Initial starting compensation will range from $125,000 to $155,000, and will include an annual performance bonus.

Job Qualifications

Ability to understand procedures and instructions specific to the area of assignment. An associate degree in a technical field is desirable; a bachelor's degree in electrical engineering, instrumentation, or a related field is a plus. Experience with power plant gas turbines is highly desirable, including familiarity with their operation, maintenance, and troubleshooting. Proven experience supervising hourly employees, including delegating tasks, overseeing project completion, and providing technical guidance and support. Must have the ability to instruct and coach individuals in technical skills, ensuring team members are well-trained and capable of performing their duties effectively. Proficient computer skills, including Microsoft Office and industry-specific software such as CMMS (Computerized Maintenance Management Systems) and SCADA (Supervisory Control and Data Acquisition). Strong analytical and problem-solving skills, with the ability to diagnose and resolve technical issues efficiently. Familiarity with NERC compliance requirements and other relevant industry standards and regulations. Commitment to safety and environmental compliance, ensuring all work is performed according to established policies and regulatory requirements. Strong verbal communication skills to clearly communicate tasks, instructions, and training to personnel. Strong written communication skills for writing procedures, routine reports, work requests, and other documentation. Ability to work well with others in a team environment and be self-directed when required, demonstrating strong organizational and time-management skills. Must possess and maintain a valid Drivers License at all times.
