Responsibilities You will provide technical and strategic guidance for utility contract modifications, review responses to RFI’s, and participate in negotiation processes as technical evaluator. You will interpret Navy Utilities and Energy Program initiatives and provide guidance for implementation for electrical utilities. You will lead the deployment of processes to maintain and improve the qualify of electrical utilities and services throughout the Public Works Department Kitsap Area of Responsibility. You will perform and analyze the results of Professional Engineer’s reports for Short Circuit Coordination Studies and Arc Flash Studies using electrical analysis tools (SKM and ETAP), to develop projects and work orders to make corrective actions. You will maintain knowledge of state-of-the-art electrical engineering technologies, developments, and initiatives to evaluate current methods, techniques, and systems in the electrical utility arena. You will provide technical reviews and recommendations for unique and complex electrical utility system problems. Requirements Conditions of Employment Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the SPF, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Recommending solutions to complex electrical equipment issues; 2) Assessing contracts for construction, repair, or overhaul and their success; 3) Applying a mastery of professional engineering practices to formulate advice on planning, design, modification, and implementation of processes, specifications, and metrics covering a wide range of complex electrical utility systems programs/projects; and 4) Providing oversight and guidance to ensure electrical utility systems are professionally maintained, upgraded, and repaired to meet mission requirements on facilities (i.e. ship and submarine repair, berthing facilities, heliports, warehouses, barracks, community support facilities, family housing areas, and ordinance storage facilities).
