Electrical Engineer - Capital Projects & Construction Department

The basic function of an Electrical Engineering Advisor is to be responsible for the development, engineering, and construction of capital projects consistent with the Refinery's objectives related to cost, schedule, quality, safety, profitability, and the environment. 

Job dimensions:
Serve as lead electrical engineer or the project manager for capital electrical reliability improvement projects with an annual budget in excess of $1MM.
Serve as the lead electrical engineer or technical advisor for large and small electrical projects.
Provide support to other Project Managers with regard to electrical engineering support. review, research, and recommend electrical projects necessary to maintain electrical reliability to the process units.
Provide day to day power system support to all refinery operational units. 

Activities:  Oversee the design, selection, configuration, maintenance and documentation for all capital projects related to electrical systems at the refinery.  Provide electrical engineering services for refinery capital and expense projects to ensure quality installations that meet refinery standards. This position combines an understanding of electrical engineering principles, power systems, and refinery unit operations, and overall profitability to assure that these systems function properly. This person directs the design, selection, configuration, maintenance and documentation for all electrical systems at the refinery to achieve refinery performance objectives. The incumbent continually evaluates the rapidly changing electrical power field to assure that the refinery selects the most modern, cost-effective, compatible equipment for new and retrofit projects. This person fosters customer service attitude to provide the refinery with leadership in the electrical field and takes leadership position in sharing information in this field with all interested parties at the refinery and corporate level. The incumbent is the technical advisor to the refinery's capital project group for the design of the electrical facilities and the specification of electrical equipment. He or she collaborates with the I/E Engineering group to ensure consistency between the groups. Must be able to communicate effectively about electrical issues to other technical non-electric personnel in a manner that ensures a thorough understanding of any electrical power issues. Develop and/or update existing electrical engineering standards and establish guidelines for preventative and predictive maintenance activities. Work closely with the public utility to ensure that the electrical system providing power to the refinery is reliable. 
Context and Environment: An Electrical Engineering Advisor develops and implements capital projects targeted by the Refinery to meet one or more objectives in the areas of efficiency, modernization, health, safety, and the environment. This position is charged with meeting the project objectives safely and in a cost effective and timely manner. In doing so, this person must be able to determine the visibility of and define the scopes of capital projects, develop and control costs and schedules, direct the engineering, procurement, and construction phases, and most importantly, address the needs of and obtain resources from the affected departments including Operations, Maintenance, Technical, Contracts, Accounting, and Purchasing. 
Qualifications / Experience Required: BS Electrical Engineering Minimum 10 years of progressive responsible experience in petrochemical facility. Power utility experience is a plus strong analytical and communication skills Establish and maintain effective work relationships with others Knowledge and experience in ANSI, NEC, NESC, IEEE, and OSHA 1910 standards as they apply to electrical equipment and safe work practices Experience in application of protective relaying Experience in the design and trouble-shooting of electrical switchgear and controls for voltages from 480v to transmission voltages. Knowledge in the repair and control of both induction and synchronous motors. Competent in the use of Microsoft Word, Excel, and PowerPoint.
