About the Work Unit
The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:
+ The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.
+ Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.
+ Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.
+ Compliance Office – Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs.
+ Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
+ Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.
The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:
+ Chief Administrative Officer’s office
+ Accounting Services and Commercial Cards led by the Controller (Controller III)
+ Budget and Policy led by the Budget Director (Management)
+ Purchasing and Contracts by the Purchasing Director (Purchasing Agent VII)
+ Logistics Services Section led by the Logistics Director (Program Manager III)
+ Property Services Section led by the Property Services Director (Program Manager III)
The Property Services Section (PSS) is the department’s subject matter experts on real property*, property management, facilities maintenance, insurance, construction, leasing and environmental matters. This section provides centralized support to all functional and administrative needs for department facilities through three functional units with specific programmatic focuses:
+ Facilities Maintenance Branch (FMB). This branch contains structural repair and skilled trades technicians who maintain, repair and update our department facilities to ensure operational readiness of the facilities and site conditions which facilitate the mission requirements of the building’s occupants. The work unit provides for a safe, high-quality physical work environment by maintaining buildings and grounds in compliance with acceptable professional standards.
+ Property Management Branch (PMB). This branch conducts property leasing, property or campus management (includes the Kipling Campus), real estate acquisitions, property and contents insurance and environmental reporting for the Greening Government and Executive Order related programs (EnergyCAP, annual reports, etc).
+ Capital Development and Planning Branch (CDPB). This branch conducts program driven construction and major renovation or maintenance driven projects arising out of an agency/institution’s need to create, expand, or alter a program due to growth, advances in technology or changes in methods or program delivery, or the deterioration of a facility’s physical and functional condition, including site and infrastructure, and the ability to comply with current building and life safety codes and various certifications and standards. This branch receives project requests, plans, develops, and manages Capital Construction projects for all CDPS owned facilities. In coordination with the Property Services Director, the Office of the State Architect (OSA) and CDPS divisions, plans, requests and manages Controlled Maintenance projects for all CDPS owned facilities. CDPB is responsible for the development and maintenance of the CDPS Operational and Facilities Master Plans and develops Facility Program Plans and capital request submissions pursuant to the Statewide Planning Framework process implemented by the OSA. The CDPB, and personnel assigned to this organization, serves as a delegated extension of the Office of the State Architect ensuring CDPS can adequately maintain infrastructure and develop or modernize facilities to meet programmatic requirements while operating under State rules, regulations, processes and fiscal guidelines.

About the Job
The purpose of this position is to perform and review the electrical work required for the daily operation of department facilities. This includes all work done by in-house trades personnel, contractors and vendors. This position provides the electrical code compliance required in the construction, maintenance and repair of department facilities. This role provides for a safe, secure and quality physical environment while incorporating the agency’s mission and goals by providing facilities maintenance services including, new construction, remodel, preventative maintenance, systems and equipment evaluation and state buildings electrical code compliance.
Key Responsibilities
Facilities Electrical Operations, Maintenance and Repair
This position is the full-operating level capable Electrician responsible for maintaining, repairing and updating our department facilities electrical systems and fixtures to ensure operational readiness of the facilities and site conditions which facilitate the mission requirements of the building’s occupants. Duties include:
+ Installs, maintains, and repairs a wide range of electrical wiring, equipment, and fixtures in accordance with the current NEC and state approved building codes.
+ Troubleshoots and resolves electrical issues quickly and efficiently to minimize downtime and ensures operational continuity.
+ Responds to urgent electrical problems and implements solutions in a timely manner, often under pressure.
+ Performs preventive maintenance and inspections on electrical systems to identify and address potential problems proactively.
+ Reads and interprets blueprints, schematics, and technical diagrams to complete projects accurately.
+ Maintains accurate records of work performed, materials used, and time spent on projects.
+ Adheres to all safety regulations and maintains a clean and organized work area.
+ Collaborates with other trades professionals and department personnel as needed.
+ Responds to emergency repair calls for critical electrical issues that cannot wait until normal business hours. This could include power outages, equipment malfunctions, or safety hazards.
+ Troubleshoot and resolve urgent problems: Quickly diagnose and repair electrical problems to minimize downtime and ensure the continued operation of essential law enforcement functions.
Project Work
Project Planning and Design:
+ Reviews Plans: Examines blueprints, schematics, and project specifications to understand the electrical requirements of the project.
+ Code Compliance: Ensures that the electrical design complies with all relevant codes and safety standards (NEC, state codes, etc.).
+ Material Selection: Determines the type and quantity of electrical materials needed for the project, such as wiring, conduit, boxes, fixtures, and devices.
+ Estimates Costs: Provides accurate cost estimates for labor and materials to assist in project budgeting.
Installation and Implementation:
+ Rough-in Wiring: Installs electrical wiring, conduit, and boxes in walls, ceilings, and floors during the initial construction phase.
+ Installs Fixtures and Devices: Mounts and connects lighting fixtures, switches, outlets, and other electrical devices.
+ Panel Upgrades: Upgrades or modifies electrical panels to accommodate new circuits and loads.
+ Testing and Inspection: Thoroughly tests all electrical installations to ensure proper functioning and safety compliance.
Specialized Systems:
+ Security Systems: Installs or upgrades security systems, including surveillance cameras, access control systems, and alarm systems.
+ Communication Systems: Installs wiring and connections for communication systems, such as intercoms, telephones, and data networks.
+ Emergency Systems: Installs and maintains emergency lighting, backup power systems, and fire alarm systems.
Collaboration and Coordination:
+ Works with Other Trades: Collaborates with other tradespeople, such as carpenters, plumbers, and HVAC technicians, to ensure seamless integration of electrical systems with other building components
+ Communicates with Project Managers: Provides regular updates on project progress, addresses any challenges or concerns, and ensures timely completion of electrical work.
Building Inspections, Condition Audits and Consulting
+ Conducts Regular Inspections:
+ Performs routine inspections of electrical systems in all buildings and facilities within the law enforcement organization.
+ Inspects electrical panels, wiring, lighting fixtures, outlets, and other electrical components for signs of damage, wear, or code violations.
+ Documents findings and creates reports detailing any deficiencies or safety hazards.
+ Performs Condition Audits:
+ Assesses the overall condition of electrical systems and equipment to determine their remaining useful life and identify potential maintenance needs.
+ Evaluates the efficiency of electrical systems and recommends upgrades or improvements to optimize energy consumption and reduce costs.
+ Reviews electrical plans and specifications to ensure compliance with current codes and standards.
+ Identifies and Reports Deficiencies:
+ Clearly documents any identified deficiencies, including code violations, safety hazards, and potential risks.
+ Prioritizes deficiencies based on severity and urgency.
+ Communicates findings to relevant personnel, such as supervisors, facility managers, or law enforcement officials.
+ Recommends Corrective Actions:
+ Develops and recommends appropriate corrective actions to address identified deficiencies.
+ Provides cost estimates and timelines for repairs or upgrades.
+ Collaborates with other trades professionals to develop comprehensive solutions.
+ Maintains Records:
+ Maintains accurate and up-to-date records of all inspections, audits, and corrective actions taken.
+ Ensures compliance with record-keeping requirements and regulations.
+ Inspects security systems, including surveillance cameras, alarms, and access control systems.
+ Evaluates emergency lighting and backup power systems to ensure reliability during critical incidents.
+ Audits energy consumption in facilities, evidence storage areas, and other high-security zones.

MINIMUM QUALIFICATIONS
+ Applicants must possess current, valid licensure as a journeyman electrician from the Colorado Electrical Board.
Preferred Qualifications and Competencies
The following additional experience, competencies and abilities are highly desirable for this position and may be considered in selecting the successful candidate:
+ Demonstrated experience in repairing, maintaining and troubleshooting electrical systems, including electrical distribution and security systems and electrical preventative maintenance; fire alarms and other automation controls and systems.
+ Demonstrated experience in reviewing and documenting audits and inspections of electrical projects.
+ Demonstrated knowledge of proper procedures in the handling, care and response to exposure to hazardous materials.
+ Demonstrated knowledge of NEC - National Electrical Code
+ Demonstrated knowledge of NFPA - National Fire Protection Association 110- Emergency Power.
+ Demonstrated knowledge of NFPA - National Fire Protection Association – 101.
+ Demonstrated ability to read and understand sketches, shop drawings and complex blueprints.

+ Use, Handling, or Exposure to hazardous materials – Explain: Proximity to moving, mechanical parts, Exposure to toxic or caustic chemicals. Exposure to electrical shock, and or working in highly exposed places. Use of cleaners, detergents and other chemicals.
+ Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
