Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Theater Aviation Sustainment Maintenance Group (TASMG), Groton, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities JOB SUMMARY: The primary purpose of this position is to perform repair, maintenance, modification, overhaul, and installation of complex electronic systems and/or a portion of a complete electronic integrated system involving work on a number of subsystems but not requiring the integration of all operable subsystems into a functional integrated system. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Troubleshoots, inspects, installs, maintains, overhauls, repairs, and modifies complete operational systems consisting of numerous complex integral components. Completes operational checks, inspections, tests and troubleshooting of line replaceable unit (LRU). Completes bench check, testing, repair, inspection, modification, programming, reprogramming, mating, adjusting, alignment, and analyzing of LRUs and shop replaceable units. Conducts debriefing of aircrews to determine the nature of system malfunctions then documents all maintenance performed and records information related to the system, LRU's, or shop repairable units on both aircraft and historical records. Recommends methods to improve equipment performance, technical data, and maintenance procedures by reporting hardware and software malfunctions, initiates materiel deficiency reports both on equipment and in technical data and assists in design changes as necessary. WORKING CONDITIONS: Work is performed inside in well-lighted, heated and ventilated areas or on the aircraft in restricted places, where conditions of heat or cold may occur. Occasionally works outside in inclement weather. Subject to injuries such as electrical shock, cuts and bruises, as well as burns caused by electrical or radio frequency energy, or by soldering irons. Works in high noise environment. PHYSICAL EFFORT: This factor covers the physical effort exerted in performing assigned work. Physical effort involves lifting components and equipment, also working in tiring and uncomfortable positions. Items lifted generally weigh up to 40 pounds. Assistance is usually available with heavier items. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience or training which demonstrates the applicants knowledge of electrical or electronic theory, knowledge of common testing procedures, skill in the use of hand tools of the electronics trade, and skill in reading schematics. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 18 months of specialized experience in the following: Experience or training in utilizing principles, basic functions and application of theory of electronic systems or equipment. Experience in diagnosing problems and determining needed repairs for malfunctions in electronic equipment or systems. Experience in making mechanical repairs that required the use of precision measuring and calibrating equipment. Experience in using complex test equipment such as deviation meters, complex special test panels, etc. Experience which demonstrates the ability to interpret technical manuals, specifications, and publications. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of operating electronic principles such as circuit elements, digital logic, microprocessors, core memory, interface circuits, digital data transmission, microwave, antennas, signal behavior, amplification, and display. Ability to troubleshoot, install, repair, and maintain complex electronic systems where circuit theory must be used to understand the operation of individual circuits. Skill in developing new test and repair procedures for which none exist, and when possible improving existing procedures. Ability to understand the interaction of a number of complex, interrelated circuits to determine the cause of a malfunction and the interaction of various factors. Knowledge of electromechanical servo systems, pneumatics, hydraulics, and mechanical and electric motor systems and their effect on each other. Skill in interpreting complex drawings, specifications, and schematics of complete systems to recognize the function and interconnections of the various assemblies and troubleshoot the systems from schematic, following signal paths trough a complex path of interconnections of components, assemblies, subassemblies, and connecting cable harnesses. Knowledge and skill to modify systems by adding, altering, or removing components in order to standardize or alter the purpose of the equipment or to incorporate new features developed since the equipment was manufactured. Skill in using a wide variety of electronic test equipment such as systems test sets, frequency meters, standing wave indicators, oscillators, ohmmeters, voltmeters, resistance bridges, and signal generators, and the use of special and common hand tools, power tools, and gauges. Skill in applying this knowledge to adapt test procedures to available test equipment, to develop time efficient means to return equipment to operation. Skill in using gunner's quadrants, transits, levels, and theodolites to survey LP/C, M/LP Amounts, and SRP/PDS mounting bolts for exactness. Skill to use recovery-rigging techniques to attach/secure hoists, slings, and lifting devices using authorized equipment to accomplish repairs. Ability to switch from one theory of operations to another or to combine theories depending on the type of system being repaired. Skill and knowledge to provide technical assistance and instruction. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Appointment): Enlisted: E-4 through E-7 UNIT OF ASSIGNMENT: Any aviation unit within the state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O.14043, that requirement does not currently apply. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
