Electronics Technician
Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Electronics Technician. Duty Location: Alamogordo, New Mexico Responsibilities The selectee for this position will serve as a developmental electronics technician performing work in a variety of areas, predominantly related to electrical power, electronics and controls, and HVAC. This is a trainee position with duties similar to the Full Performance Level (FPL) of GS-11. Major Duties include, but are not limited to: Install and operate electronic equipment and instruments such as, the facility supervisory control and data acquisition/human machine interface (SCADA/HMI) software, and flow meters, pH sensors, level sensors, conductivity meters, variable frequency drive (VFD) controllers, and laboratory equipment such as chromatographs and spectrophotometers. Troubleshoot and maintain source water plumbing systems, facility potable water system, the compressed air systems, process drain, and the landscape drip irrigation system. Ensure reliable and efficient facility operations and support services to external and internal customers. Use Microsoft Excel, SCADA, testing equipment software, and other data manipulation and analysis packages to collect and analyze data acquired with instrumentation systems. Interpret complex drawings, specifications, and schematics of complete systems to recognize the function and interconnections of the various assemblies and troubleshoot the system from the schematic. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience for GS-09: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing (3) of the following: (1) installing and testing new electronic equipment to ensure specifications and performance standards are met; (2) performing routine tasks involved with HVAC units and electrical supplies to equipment; (3) assisting with troubleshooting and maintaining source water plumbing systems, facility potable water system, the compressed air systems, process drain, and the landscape drip irrigation system; and/or (4) reading and interpreting electrical, hydraulic, and pneumatic schematic and facility drawings. OR Education: Successful completion of at least two years year of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university in electrical engineering, electronics engineering, or electronics technology. (NOTE: You must submit a copy of your transcripts). OR Combination: Successful completion of a of specialized experience and graduate level education described above in A and B, that, when combined, equals 100% of the total requirement. Specialized Experience for GS-10: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing (3) of the following: (1) using analog and digital test equipment to measure, analyze, troubleshoot, and repair facility equipment such as well pumps, HVAC, and water treatment systems; (2) installing, testing, and maintaining HVAC units and complex electronics equipment; (3) troubleshooting and maintaining source water plumbing systems, facility potable water system, the compressed air systems, process drain, and the landscape drip irrigation system; and/or (4) reading and interpreting electrical, hydraulic, and pneumatic schematic and facility drawings. Specialized Experience for GS-11: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) using supervisory control and data acquisition/human machine interface (SCADA/HMI) software system for remote control and troubleshooting of well pumps, motor operated valves (MOVs), storage tank levels, controls, and other equipment and instrumentation; (2) using Trane heating, ventilation, and air conditioning (HVAC) software for monitoring, operating, and troubleshooting the facility HVAC system; (3) troubleshooting, repairing and maintaining source water plumbing systems, facility potable water system, the compressed air systems, process drain, landscape drip irrigation system, and facility intrusion alarm systems; and (4) reviewing, editing, and drafting standard operating procedures (SOPs) for all the electronic, electrical, facility and research support systems. Additional Information This position is part of the team at Reclamation's Brackish Groundwater National Desalination Research Facility (BGNDRF). The BGNDRF staff support a wide range of researchers from government, universities, private companies, research organizations, and state and local agencies. Staff have the opportunity to host events such as the Desal Prize, which was a competition geared to encourage renewable energy powered desalination systems, and Discovering Desal, where local elementary students learn about water quality and desalination. Physical Demands: The work requires long periods of standing at instrument control panels and periods sitting at computers. Walking is frequently required to locations within the 43-acre BGNDRF complex in order to perform duties. Occasional lifting of components such as pumps weighing up to 50 lbs. is required. In addition, bending, crawling, climbing stairs and ladders up to 30 feet in height and frequent exposure to the elements will be encountered. Working Conditions: Work will typically be about 70% indoors and 30% outdoors within the BGNDRF 43-acre complex. The indoor work will be at a desk, in the test bays, the upstairs mezzanines, the workshop, or other rooms throughout the BGNDRF complex. The outdoor work will be in a desert environment containing typical desert native and non-native vegetation and animal species such as poisonous snakes, and various kinds of insects and spiders some of which are poisonous. Outdoor temperatures range from extremes of about 0 to 110 degrees Fahrenheit. Occasional outdoor night-time work will be required.
