Summary The primary purpose of the position is to assume responsibility for electronic systems and devices assigned to Engineering Service that critically impact patient, staff, and visitor safety, and are highly visible items to medical center staff and patients, and crucial to medical center goals. This position is located at the new James Mountain Inhofe VA Medical Center in Tulsa. Responsibilities This is an OPEN CONTINUOUS ANNOUNCEMENT. Major duties of this position include, but are not limited to: Responsible for electronic systems and devices assigned to Engineering Service that critically impact patient, staff, and visitor safety, and are highly visible items to medical center staff and patients, and crucial to medical center goals. Incumbent shall be responsible for initiating and preparing requisitions for purchase requests for parts and services required to perform maintenance, repair, and adaptation work, and is expected to specify and maintain organized inventories of repair assemblies, components, and general purpose electronic component and hardware selections in anticipation of needs. Responsible for the inspection, installation, maintenance, calibration, documentation, and performance of non-IT servers, computers, and electronic systems composed of multiple subsystems, and electronic equipment for the medical center and the geographically separated CBOCs. Incumbent must establish and maintain documentation files for all systems and equipment for which they are responsible. Ability to run and terminate facility wiring such as Cat6, use hand/test equipment, computer skills of software (including Microsoft word, excel, access, PowerPoint, windows), application, engineering, diagnostic, hardware, servers and ability to configure and troubleshoot these, pneumatics, electromechanical, hydraulic, mechanics, algebra, trigonometry, and training or experience in the specific systems and equipment at Tomah VA, as well as Information Technology terminology and best practices/methods such as certifications or working knowledge of A+, network+, and security+ for computers. Ability to recognize improper operation, locates the cause, and determines the best method to correct the defect; and the skill to disassemble, assemble, and adjust electronic equipment. Ability to perform technical research, technical language, ability to decipher technical documents such as repair manuals, building blueprints, basic analog and digital electronic/ signal theory/experience/training, electronic circuit troubleshooting experience. Ability and skill to design and construct specialized equipment and nonstandard devices as required satisfying the medical center mission as many subsystems are specifically designed for the Jack C Montgomery medical center presenting a lack of standardization. Ability to perform technical research, technical language, ability to decipher technical documents such as repair manuals, building blueprints, basic analog and digital electronic/ signal theory/experience/training, electronic circuit troubleshooting experience. Advanced working knowledge of networks, servers, routers, modems, software/hardware, network security requirements, variations in available computer or network hardware. Responsible for knowing and judging the impact of repairs on patients, users, and other integral devices in a system. Incumbent inspects and evaluates new systems in order to assure that all government safety regulations, manufacturers' specifications and contract requirements are met. The incumbent must establish and maintain documentation files for all systems and equipment for which they are responsible. Preferred Experience: Experience using both manual and automated test equipment such as oscilloscopes, digital multimeters, distribution/energy/harmonics analyzers, signal strength meters, degaussers, logic probes, frequency counters, component testers network analyzers, network cable testers, network cable tracers, power supplies, equipment specific calibration standards, signal generators, standard technician manual/powered hand tools (micrometers, gauges, current probes, tachometers etc.), computers, and numerous software packages is preferred but not mandatory. Individual Occupational Requirements Series Definition: This series covers technical positions supervising, leading, or performing work involving applying: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. Specialized Experience (for positions at GS-4 or equivalent and above): Some examples of qualifying specialized experience include: Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. And; You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Skills of soldering, wiring and/or installation of cabling for the networking of complex microcomputer and computer-based equipment are needed. Physical Requirements: Work assignments require light to moderate physical effort. Work assignments involve prolonged sitting at computer, standing, stooping, bending, and working in cramped and awkward positions for prolonged periods. Electronic technicians continually carry between 10 to 80 pounds of materials and equipment but are required to be able to lift and carry items in excess of 80 lbs. when necessary; assistance is usually available with heavier items. Frequent standing, walking, bending, reaching and stooping is required. Occasionally climbing ladders.
