Job Description APPLICANTS MUST BE PERMANENT IN THE ELIGIBILITY SPECIALIST CIVIL SERVICE TITLE The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory, and contractual standards. BFI is mandated to detect and deter Public Assistance fraud and misuse by conducting investigations of individuals and groups that attempt to or commit fraudulent acts against HRA as per SSL 348.2; 348.3 BFI is recruiting for (1) one Eligibility Specialist III to function as an Eligibility Worker, who will: - Receive review and maintain a caseload of 25 case per week. Cases are prepared and submitted by Investigators that have followed agency guidelines and procedures in order to confirm overpayment and/or continued eligibility of Food Stamp benefits. - Verify the case folders for accurate claim establishment by accessing and checking the Welfare Management System (WMS), New York City Work Accountability and You (NYCWAY), HRA One Viewer, IPay, Automated Listing of Eligibility Requirement Tracking System (ALERTS), collateral mailed inquiries, telephone contacts and other means for referral to the Supplemental Nutrition Assistance Program-Claims and Recovery (SNAP CR). - Review claims calculations and make determination of whether to re-budget, return to Investigator or refer to SNAP-CR. - Assess the continued eligibility to receive Food Stamps following the review of all referred data; compute and determine the amount of financial assistance for Public Assistance; Obtain and verify match material in order to determine overpayment amounts and ensure the correct budgeting of cases. - Prepare electronic and/or paper forms following the review of all referred data for submission to SNAP-CR. - Meet with Supervisor to discuss activities, concerns and findings. - Complete daily activity reports specifying work actions processed. - Perform other related duties as assigned. Work Location: 375 Pearl Street Qualifications 1. Completion of 30 semester credits at an accredited college or university; or 2. A four high school diploma or its educational equivalent and one year of full-time satisfactory experience in one or more of the following areas; performing the work described below: a. Interviewing, gathering information and/or preparing necessary documentation for the purpose of making recommendations concerning eligibility for public assistance or unemployment, health benefits, social security, insurance, or participation in social services or community programs, and other similar benefits; or b. Performing bookkeeping, bank teller duties, housing office teller duties, purchasing agent, assistant store manager, sales representative responsible for accounts, or customer service duties or a job in which the duties include helping customers with questions or concerns; or c. Dealing with social service agencies, legal representatives, or aiding individuals in navigating housing, social, financial or health problems or application systems; or 3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for the experience in "2" above on the basis that 30 semester credits from an accredited college or university may be substituted for each year of required experience. However, all candidates must have at least a four year high school diploma or its educational equivalent. Special Note Work experience which provides only incidental opportunities to perform the job duties as described in "2a", "2b" and "2c" above are not acceptable for meeting the minimum qualification requirements.
