General Summary:
The individual will assess the organization’s needs and will design, implement and deliver labor relations processes including strength assessment of labor strategy and how to become a more engaging and less confrontational function. The individual will collaborate with Corporate Legal and functional operations leaders as an expert in providing best labor advice. In addition, the individual will identify key people in the business units and develop their labor realties skills for future succession planning to enable a more effective approach to company-wide project.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Ensure alignment of Labor strategy and agency growth strategy with comprehensive and detailed practical employee manuals for operating procedures and how to implement.Design, development and delivery of effective labor training and learning programs to include corporate level training.Work within budget to collaboratively with operations management to develop and execute E & LR programs.Assess operational labor realties needs and design training modules to include Train he Trainer E&LR programs.Evaluate the effectiveness of E & LR programs, assess methods, processes and techniques.Identification and development of labor concerns and issues.Designing, developing and implementing competency-based E&LR development programs.Provide immediate change methodology and strategies in line with assessments of E & LR programs.Determine appropriate blend of traditional approaches with best in class in order to create and best in E & LR programs.Track statistics, metrics and ROI and create additional metrics for E & LR grievance and arbitrations monitoring and tracking metrics as required to qualify ratio to initiatives.Through the collection of data, survey and management input provide feedback on the effectiveness of the E & L deliverables.Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor’s degree from an accredited college or university in Business Administration, Law or related field. Four (4) years of experience in Employee & Labor Relations management in transportation, public or federal environment to include three (3) years' experience managing a professional staff.Valid Texas Class C drivers license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months on driving record in order to operate DART non-revenue vehicles.Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicle.Proficiency of PC software applications to include Microsoft Office or other related software applications.Knowledge of budget development/analysis, and operational cost factorsBackground in Labor relations process review.Solid presentation and facilitation skills.Demonstrated ability in successfully managing a variety of stakeholders.Demonstrated hands-on capabilities in working with no staff.Comfortable being administratively self-supported.Proven expertise in the development and execution of supervisory training programs.Must be strong hands-on and individual contributor that wants to have an impact with own initiative.Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.Ability to perform comfortably in a fast pace, flexible and dynamic and deadline-oriented work environment.Demonstrates ability to identify, facilitate and deliver hands-on E & LR leadership as well as performance and progressive discipline programs.Willingness to develop programs from a non-existing base to desired state within timeframe and budget.Ability to integrate HC staff with ELR opportunities with solutions.Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.
