Emergency Communications Center (ECC) Supervisor

**Amentum** is seeking an **Emergency Communications Center Supervisor** for the **Creech AFB** location.
**Purpose and Scope:**
Supervises shift personnel and ECC operations, ensures compliance with policies, procedures and standards to enable emergency dispatching to fire, medical and police services. Performs dispatch duties as required.
**Essential Responsibilities:**
+ Supervise the activities of assigned staff; coordinates, prioritizes and assigns tasks to meet mission objectives; tracks and reviews work quality and performance; conducts performance evaluations; coordinates scheduling to ensure proper operational coverage.
+ Oversee effective receipt, processing, and dissemination of emergency and non-emergency information to Fire, Medical and Security Forces personnel.
+ Assists the lead supervisor in training new/relief dispatchers, in accordance with established guidelines.
+ Conduct daily training exercises, classes, tracks and reports training completion status.
+ Evaluate member’s performance and supervises personnel during emergency and non-emergency periods according to applicable job performance requirements.
+ Maintain the appropriate level of telecommunicator and Emergency Medical, Fire, Police Dispatch (EMD, EFD, EPD) certification.
+ Conduct practical evaluations for ECC and EMD, EFD, EPD training and certification.
+ Prioritize incoming phone calls to ensure emergencies need immediate attention, or when different equipment is required due to emergencies in progress.
+ Perform general administrative functions including but not limited to preparation of daily and monthly reports on all duties, updating Key Performance Indicator records, and maintaining forms and records according to local policy and procedure.
+ Initiate recall of off-duty personnel and makes required notifications during emergency and non-emergency operations.
+ Maintain proficiency in the use of computerized mapping programs used during search and rescue and hazardous materials operations.
+ Monitor radio and telephone communications with police, fire, and medical field units to assure resources are available during emergencies.
+ Hear and resolves complaints from employees; refers group grievance and more serious unresolved complaints to higher level supervisor.
+ Follow and enforce local standard operating policies and procedures and NFPA 1061
+ Perform all other position related duties as described in local policies and procedures.
**Education and Experience**
High school diploma or equivalent. Six or more years of full-time work experience directly related to supervising the emergency communications center or dispatching other emergency services.
**Required Knowledge and Skills Required:**
Knowledge of:
+ Principles and practice of employee supervision
+ Developing teams, motivating employees and maintaining employee morale.
+ Training staff in work center policies and procedures.
+ Policies and procedure of receiving and processing emergency calls.
+ Procedures used in operating Computer Aided Dispatch (CAD) and 911 VESTA systems.
+ Various computer-aided radio, alarm detection and dispatching systems.
+ Call screening and phone etiquette / communicate effectively in oral and written forms.
+ Microsoft Office programs including Word, Excel, PowerPoint, and Outlook.
Skills in:
+ Multitasking the full range of public safety dispatching and 9-1-1 duties.
+ Effectively listening to, communicating with, and eliciting information from upset, emotional and irate individuals.
+ Planning, assigning, reviewing, and evaluating the work of assigned staff.
+ Training staff in dispatching responsibilities, tasks, procedures and policies.
+ Working under pressure, exercising good judgment and making sound and timely decisions in emergency and non-emergency situations.
+ Communicating clearly and concisely in writing during emergency and nonemergency situations.
+ Evaluate existing policies and procedures for relevance and to communicate recommended changes. Can attend and successfully complete on- and off-site training courses as required by the USAF or the Company.
**Certification Requirements** :
(1) At minimum be certified as a DoD Public Safety Telecommunicator I & II or equivalent through an accredited program. (2) Be certified to DoD Hazardous Material Awareness level or equivalent through an accredited program. (3) Have or earn certification as Emergency Medical, Fire and Police Dispatcher (EMD, EFD, EPD) through an accredited program (APCO is Preferred). If not presently qualified, must be able to obtain and maintain Company selected EMD, EFD, EPD certification in the allotted period of time. Must possess a valid state issued driver's license.
**Work Environment, Physical Demands, and Mental Demands:**
Requires being physically and mentally able to perform the assigned work. Must be able to speak in a clear manner, be temperamentally suited for the position, and act calmly and decisively in an emergency situation. Must remain alert during periods of inactivity and when carrying out repetitive operations and. Must have the ability to distinguish different colors and the ability to hear (hearing aid permitted). Must be able to work in a loud work environment that includes radios; phones, computers, fans and alarms and the elements associated with those types of equipment. It is a condition of employment to wear company issued uniforms according to direction/company policy.
**Other Responsibilities:**
Flexibility – Incumbent is required to work on alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays). Must be able to fill in for dispatchers during appointments, lunch breaks and sick days. May also be required to respond on off-duty time during a large scale incident, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher. Must be positive and professional at all times. Work in close harmony with supervisors, co-workers and others during day-to-day routines and during emergencies. Is required to maintain good working relationships with on and off-base agencies, maintaining a consistently courteous attitude. Keep calm and cool during emergency situations.
