SCOPE AND PURPOSE OF POSITION:

The Divisional Disaster Services Director will be responsible for the development, management and coordination of disaster services preparedness, response and recovery operations / programing throughout the Division.  Working with Officers, volunteers and staff, the Divisional Disaster Services Director will conduct and coordinate training initiative; prepare and coordinate response activities; manage or coordinate recovery efforts and programs; and serve as the overall emergency manager for initiatives across all phases of the emergency management cycle (preparedness, response, recovery and mitigation).

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Establish and maintain cooperative relationships across the Division, with Salvation Army Corps, Service Units, local public and private agencies that provide disaster relief to insure effective service.Develop and retain a dedicated and trained volunteer cadre, capable of responding to divisional, territorial and national disasters, including qualified Incident Management, and Emotional and Spiritual Care teamsCultivate officers, employees and volunteers to represent The Salvation Army at various community task forces, special projects, and maintain select partner agency relationsWork to develop and implement a disaster training calendar including basic, intermediate and advanced coursesMaintain active participation and relationship building with regional, state, and local government and non-government agencies and planning groups, including Voluntary Agencies Active in Disaster (VOADs) and Emergency Management Agencies (EMA’s)Develop non-profit and Government collaborative relationships that are needed to effectively and efficiently respond to disastersCoordinate with Greater New York Divisional EDS Director and the THQ Disaster Director to maintain an active seat at the NY State Emergency Management Agency (known as the bunker)Serve as the lead coordination contact with state level government partners to facilitate active participation of TSA across key aspects of Emergency Management planning and operationsProvide specific Emergency Operations Center training mandated by the state for TSA bunker staff and volunteers.Foster partnerships with other faith-based groups, corporations and community organizations in order to obtain supplies and resources for disaster responseUnder Homeland Security Grant for CERT programs, develop new CERT TSA volunteers within various BOCES schools, and TSA CERT teams in various counties throughout Empire State DivisionCoordinate four regional EDS basic training courses for new EDS volunteers (intro, ICS, Food Service etc.)Conduct annual inspection of Empire EDS canteens and teams in order to facilitate response to natural or man-made disasters within upstate NY and beyond as requested or required.Recruit, train and exercise two Empire Incident Management Teams and others as back up.Work with local corps, service units and community groups to recruit and train additional EDS volunteers.Coordinate and collaborate with other DHQ Departments and personnel including key areas such as Advancement, Social Services, etc.Work with Divisional grant writer and development and planned giving staff to secure additional operating grants and legacies for EDS.Serve as the primary contact for disaster related response and recovery matters within the Empire Division region counties and locales.Deploy to disaster sites for extended periods to assist with or serve in IMT roles and/or coordination functions as required

Qualifications

SPECIAL SKILLS, CERTIFICATES, LICENSES, REGISTRATIONS:

 

Ability to train courses from the National Disaster Training ProgramKnowledge of Incident Command SystemMust have a valid driver’s license that meets The Salvation Army’s insurance requirements.
