Emergency Management Coordinator

**Summary:**
Responsible for the coordination and implementation of emergency preparedness standards to facilitate a safe environment for patients, staff, and visitors, ensuring that the organization is following the regulations and protocols of the Incident Management System, Hospital Preparedness Program, Joint Commission, OSHA, CMS and other regulatory and crediting bodies. Performs a variety of technical, administrative, and professional work in support of the Emergency Management Division of UNC Health Lenoir and will work closely with Public Safety and hospital leadership organizing and coordinating education and exercises within the organization to ensure an organized response during a disaster. Acts as a liaison working with local, regional, and state agencies, corporate and division resources, and local EMS services. Updates and provides a Comprehensive Emergency Management Plan; delivers emergency response training and public education activities; and performs other related duties as assigned.
**Responsibilities:**
**Planning**
• Reviews and analyzes existing emergency preparedness and evacuation plans; makes recommendations for modifications to improve safety, efficiency, and effectiveness the plans.
• Identifies various potential hazards and risks that may arise in the event of an emergency; develops just in time workflows and plans to mitigate or manage those risks to help preserve a safe environment of care and overall hospital service continuation.
• Plans, coordinates, and facilitates safety and evacuation meetings and drills as required.
• Develops, distributes, and maintains emergency communication protocols and documentation, which may include emergency contact trees, emergency response hierarchy, and other records.
• Assesses the programmatic needs as well as the needs of our patients and staff in any planned potentially hazardous situations (planned outages of various types, wide-scale equipment upgrades, critical supplies, or medication shortage planning, etc.) and coordinates the Hospital Emergency Operations Center during these events.
• In collaboration with the Emergency Management Committee and leadership, supports, designs, develops, coordinates, and implements hospital-wide and department-specific training regarding emergency operations plans and all incident specific plans therein.
• Tracks corrective actions that arise from drills, exercises, and actual events. Identifies systems and operational problems, proposes solutions, and works to build consensus.
• Develops ad hoc specific drills for areas as needed.
• Provides project management support for committees responsible for developing specific processes associated with various emergency scenarios/conditions involving external events (trauma, bioterrorism, chemical, radiological, nuclear, etc.) and internal events (e.g., facilities damage, hazardous waste spills, staffing shortages. Etc.).
• Conducts regular and required emergency communications tests and troubleshoots communications equipment in the EOC.
• Assists in the development of division plans and goals; attends meetings as scheduled.
• Provides oversight of the inventory of emergency equipment to ensure constant readiness and proper function.
• Performs other duties as assigned including managing special projects, attending operational area meetings and conferences, developing educational material to present to business, professional and community groups, providing backup for other staff, participating in training, etc.
**Compliance**
• Assumes responsibility for ensuring that all laws and regulatory guidelines, standards, and elements of performance for Emergency response and continuity of operations are communicated and tracks compliance to ensure that standards are met.
• Ensures that relevant policies and procedures are current and in compliance with applicable regulatory requirements.
• Ensure continuous compliance to all required standards for Emergency Management including the TJC EM chapter for hospital/home care.
**Financial Management**
• Maintains emergency preparedness operating budget.
• Identifies and manages federal and state grants and other funding opportunities for emergency preparedness.
• Performs all necessary administrative tasks associated with grants management, to include research, analysis, preparation of reports, meeting materials, and presentations.
**Training**
• Develops planning strategies, prioritizes, and administers local emergency management plans and programs in coordination with State and Federal agencies and the private sector.
• Coordinates and executes emergency responder training courses; maintains database of personnel trained.
• Ensures and oversees the development of required hospital-wide emergency preparedness drills each year at the main campus, Down East Medical, and UNC Lenoir Cancer Center, incorporating local, regional, and state partners where appropriate and possible. Actions shall include the collection and consolidation of all drill findings and preparation of a After Action Report with corrective action plans and metrics.
• Serve on EOC Rounds and conducts on-the-spot training as appropriate
**Communication**
• Attends hospital committee and workgroup meetings as appropriate, to serve as a representative and point of contact for emergency management and preparedness. Includes the Emergency Management Committee, Infection Control Committee, and Construction Committee.
• Establishes and maintains effective and cooperative working relationships within the organization, as well as with the state and local governmental agencies, non-governmental organization (NGO), private sector and public.
• Participates with internal and external task forces, specialty teams, committees, and agencies regarding emergency preparedness, including those at the hospital, local area, regional, and state levels. Helps support the development and management of the hospital’s specialized disaster response teams.
• Coordinate integrated communications plan with Hospital Administration and Marketing and Communications
• Presents reports to the Board of Directors, QAPI, Senior Team regarding emergency preparedness efforts
• Serve as a resource for key stakeholders.
**Event Response**
• During an emergency, Coordinates the Incident Command Systems (ICS) teams. Helps to facilitate the local ICS and mutual aid between, local, regional, state, and federal emergency response entities/organizations.
• Assists with and leads various emergency response activities, including but not limited to activation of the Emergency Operations Center (EOC) for a multitude of disasters.
• Assists UNC Health Lenoir leadership to set objectives to, stabilize, plan, strategize and recover from various emergencies and situations that suddenly and unexpectedly arise and interrupt business demanding quick action to return vital services and operations to normal operating structures.
• Provides after business hour guidance and leadership to solve rapidly emerging and unique hazards to the hospital environment or a vital service interruption within the Hospital.
• Manage the process for writing and submitting after-action reports in a timely manner.
• Convenes a multidisciplinary team to review and critique each drill by documenting recommendations and lessons learned.
• Creates and manages work plans to mitigate and address issues identified in after-action reports with appropriate follow-through to project completion.
**Administrative/Recordkeeping/Reporting**
• Helps obtain and manage state and federal grants and funds necessary to obtain emergency management equipment and to support emergency preparedness efforts including, but not limited to the Eastern Healthcare Preparedness Coalition and the Emergency Management Domestic Preparedness Region.
• Assists in maintaining and updating communications including e-mail lists, social media, newsletters, web site, and other external communications.
• Prepares and maintains a variety of departmental records, reports, and documentation.
• Supports the implementation and on-going education of the Hospital Incident Command System (HICS) throughout the organization.
• Supports and tracks the implementation of the National Incident Management System (NIMS) standards as required for hospitals.
• Develops an annual report on the emergency preparedness efforts and may present the annual report and program critiques to the Emergency Management Committee, the Environment of Care Committee, the Infection Control Committee, QAPI Committee, and other committees as appropriate.
• Performs administrative duties for the department, including preparing and distributing,
correspondence, preparing/typing plans, procedures and reports; taking meeting minutes; and
maintaining records.
• Maintains and updates equipment and personnel resource databases, and emergency notification lists, including phone numbers, addresses, personnel changes, and email addresses.
• Assists in sustaining EOC operational readiness and scheduling the use of the EOC for meetings.
• Provides administrative support to other associated groups such as Local Emergency Planning Committee (LEPC).
• Manages Tier II reporting program as outlined by State of North Carolina Title III – Community Right to Know Act. (Hazardous materials required reporting)

**Required Qualifications:**
· Bachelor’s degree in a related field or equivalent amount of education and experience.
· 5 years of experience in emergency management/disaster preparedness or related field
· Familiarity with the Hospital Incident Command System structure and Joint Commission Emergency Management
· Project management experience
· Excellent written, verbal, and interpersonal communication skills
· Excellent analytic, consultative, and presentation skills.
· Effective management skills including planning, directing, evaluating, and controlling systems.
· Proficiency in MS Office and additional computer applications
· Excellent interpersonal and interdisciplinary team leadership skills with professional experience working effectively with individuals from various backgrounds and perspectives.
· Successful completion of National Incident Management System (NIMS) training - Incident Command System (ICS) 100, 200, 700, 800
**Desired Qualifications:**
· Professional certification in Emergency Management
· Experience with coordinating health care preparedness, response, and recovery processes.
· Certified Healthcare Emergency Coordinator (CHEC)
· Project management certification
· Successful completion of FEMA’s Professional Development Series (PDS)
· State and federal regulations and standards governing emergency preparedness and response activities, including
· North Carolina State Division of Emergency Management and Federal Emergency Management Agency (FEMA).
· Principles, practices, and procedures of emergency management.
· Emergency management plans, policies, and procedures.
· Department of Homeland Security directives and FEMA requirements.
· Lenoir County Comprehensive Emergency Management Plan (CEMP) in accordance with State Emergency Management Plan and North Carolina requirements.
**Highly Desired Qualifications:**
· Master’s degree in directly related field
· 5+ years of directly relevant experience
· Certified Emergency Manager (CEM) conferred by the International Association of Emergency Managers (IAEM)
· Prior experience in a hospital emergency management role and coordinating health care preparedness, response, recovery processes, and audits in a Hospital.
· Successful completion of National Incident Management System (NIMS) training - Incident Command System (ICS) 300, 400
