Emergency Management Specialist
Summary This position is located in the Department of Homeland Security (DHS), Office of the Chief Security Officer, Strategic Operations, Office of Emergency Preparedness (OEP). The primary purpose of this position is the responsibility for assuring the security, resiliency, and reliability of the Department's employees and missions. Non-BU: This is a non-bargaining unit position. Responsibilities As a Emergency Management Specialist, GS-0089-12/13, your typical work assignments may include: Evaluating continuity programs, critical infrastructure, and/or emergency preparedness testing, training, and/or exercises and/or managing or assisting in the management of the DHS Emergency Preparedness Program (EPP). Assessing and reporting on the readiness of the Office to implement the continuity plan(s) to ensure the office is prepared to take all necessary actions to maintain essential functions at the highest state of readiness. Assisting in managing the development of selection criteria and life-cycle maintenance requirements for continuity facilities supporting Department and component continuity plans, the life-cycle maintenance of the continuity facilities supporting the agency's Continuity of Operations (COOP) plan, and the assessment or process utilized to evaluate the offices continuity facility operational readiness. Working knowledge of Federal, State, or local security crisis planning and management standard operating procedures, capability assessment methodologies, contingency measures and conditions, essential functions validation process methodologies, and/or applicable Federal regulations in order to implement new or revised guidance. Requirements Conditions of Employment Qualifications Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service, or private sector equivalent. For this position, specialized experience is defined as having the ability to: Provide expert knowledge of continuity of operations or emergency management planning, to include policies, plans, procedures, and Standard Operating Procedures; Provide logistical, analytical, and decision support on continuity of operations, and emergency management; Manage daily operations in support of continuity of operations, emergency preparedness, disaster recovery, incident management, business resumption, or risk/impact analysis. To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or private sector equivalent. For this position, specialized experience is defined as having the ability to: Develop, implement, and sustain continuity and agency operation programs; Execute policies, plans, and procedures required for continuity missions to ensure continuity of the agencies leadership and headquarters critical functions during all hazards, threats, incidents, and emergencies. Serve as a senior member of inter- department or Agency and intra-department continuity, critical infrastructure, and/or emergency preparedness task forces, committees, working-groups, and/or planning teams. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
