Responsibilities You will assess an emergency management program to determine enhancements and improvements that can be made to reduce the potential for loss of life and property. You will conduct emergency management training to establish personnel are prepared and certified in incident command systems. You will coordinate emergency management command and control functions to maintain effective operations of an Emergency Operations Center (EOC). You will determine resource and procedural requirements for Emergency Operations Center (EOC) functions to confirm funding is sufficient. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Creating an emergency management plan in accordance with federal, state, local, and command rules and regulations; 2) Developing policies and procedures in response to emergencies (i.e. chemical, biological, radiological, nuclear, fire, natural disasters); 3) Maintaining an emergency operations center (i.e. maintaining equipment, developing budget submissions; implementing training, etc.) and; 4) Analyzing emergency management incidents and responses to determine appropriate responses and/or areas for improvement. Additional Information This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. A 40-hour work week is typical for this position. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. PHYSICAL DEMANDS: Work is primarily in an office environment however, some travel to/from locations and fieldwork may be required. Regular lifting, movement, assembly, connecting, testing and minor troubleshooting of computer, related office and other EM equipment may be required. In the event of a disaster or emergency, the EOC Manager must be available and willing to respond on short notice and to work extended shifts. WORK ENVIRONMENT: The incumbent must be able to perform effectively in a highly stressful atmosphere, maintain 24-hour accessibility for both superiors and subordinates plus re-adjust priorities as changes in the uncontrollable workload arise based on threatening man-made or natural conditions. During a crisis, must be available for odd shift schedules and uncontrollable overtime. Several vacancies may be filled.
