Emergency Management Specialist
Summary See below for important information regarding this job. Responsibilities Provides infrastructure support to governmental entities to maintain essential functions during time of crisis. Participates in the planning, implementation, and execution of COOP and Emergency Management operations. Acts as senior analyst in National-level, Defense, and Homeland Security planning and policy, responsible for continuing government operations during regional, state and national crises and disasters. Develops, coordinates, and analyzes policy, directives, and other documentation in accordance with DoD Directives, the Defense Continuity Strategy, and the National Continuity Policy Implementation Plan (NCPIP). Develops guidance for National-level continuity, and emergency management communications policies, including public alert and warning, COOP/COO communications, and command and control. Facilitates programs which impact DoD's ability to conduct humanitarian assistance, disaster response and support for national security events. Conducts studies of organizational elements to develop resource requirements including manpower and funding. Requirements Conditions of Employment Qualifications To qualify for an Emergency Management Specialist, your resume must support: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing, evaluating and ensuring implementation of training and technical concepts, policies and procedures for specialized logistics Continuity of Operations (COOP). Participates in the planning, implementation, and execution of COOP and Emergency Management operations. Knowledge of National and Department-level continuity programs; public alert and warning; Earned Value Management (EVM); Defense efficiencies and modernization projects; Chemical, Biological, Radiological, and Explosives (CBRE) protection and detection measures; emergency management; and communications policies.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands The work requires some physical exertion and above-average agility and dexterity. Individual is required to lift in excess of 75 pounds unaided for distances of 100 yards or more. While much of the work is sedentary, it also requires walking over rough terrain, standing, bending, and the carrying of moderately heavy equipment, and performs work operations in an industrial, storage, or comparable work area. Individual is required to achieve proficiency in OSHA Level A, B, and C Personal Protective Equipment (PPE). Work may also be required over long hours, including very early and/or very late. Long-distance travel may be necessary at times. Work Environment Work is performed in an office environment. Fieldwork assignments require visits to manufacturing, storage, or other industrial areas, and involve moderate risks or discomforts. Work may involve entering sites that have atmospheres Immediately Dangerous to Life and Health. Protective clothing and gear and observance of safety precautions is required and may require individual to perform selected duties while wearing Level A, B, or C Personal Protective Equipment. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information This is an Emergency Essential (EE) position. The incumbent will be designated Non-Combat Essential (NCE). In the event of a crisis, the incumbent may be required to deploy, within CONUS only, via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EE position must arrange for a military deployment waiver from the Reserve Unit, which will remain in effect while assigned to the EE position. This requirement must be met prior to placement in an EE position. An NCE employee could be deployed to support emergency operations, humanitarian missions, disaster relief, or other expeditionary missions in the continental United States that are not considered "combat" locations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location.
