Notice of Result letters will not be sent to applicants. You will serve as an Emergency Management Specialist in the Emergency Management Division of NAVAL SUPPORT FACILITY POLAND. Responsibilities You will serve as the Emergency Management (EM) advisor to the installation Commanding Officer, and the technical advisor on all aspects of emergency management, EOC operation, and dispatch. You will develop, coordinate, and maintain plans for installation dispatch. You will develop, coordinate, and maintain the installation Emergency Management (EM) Plan through a continuous, biennial cycle of planning, training, testing, and revising EM procedures. You will develop, coordinate, and maintain hazard specific appendices for the installation EM plan. You will identify hazards and determines their relative probability, perform a capability assessment and determine associated needs, determine the resulting relative risk factors, and prioritize hazards into the installation EM Plan. You will coordinate the installation EM command and control function to include the development, organization, staff training and effective operation of the installation’s Emergency Operations Center (EOC). Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of qualifying experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of Emergency Management policy and procedures to implement and review emergency plans; 2) Providing guidance, instruction, support, and training to dispatch and emergency management personnel; 3) Coordinating resources for emergency programs and dispatch center operations; and 4) Overseeing Emergency Operations Center administration and management to evaluate the organization's ability to deal with emergency situations effectively. Education Additional Information: This position is located in a remote, rural area of Poland. There is limited access to non-emergency medical/dental care. Meals are available for purchase from a military dining facility. Occasional travel is required by car and plane for meetings, conferences or training. In accordance with DOD Instruction 6055.17, installation emergency managers shall be fully trained in appropriate NIMS, NRF, HSEEP, ICS (i.e., ICS 100, 200, 700 300, 400) and EM fundamentals, principles, and policies in order to fulfill the responsibilities of this role. Emergency Essential: This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent must continue to perform the E-E until relieved by proper authority. The incumbent, or designated alternate, may be required to take part in readiness exercises. The position is considered Emergency Essential because (1) no qualified and immediate replacement exists, and (2) having this position vacant impairs effective operation of essential military support systems. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated as "key", which requires the incumbent, or designated alternate, to be screened from military recall status and file a DD Form 2365. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Pay retention may be granted when certain conditions are met. Tour of duty will be 12 months unaccompanied.
