EMERGENCY MANAGEMENT SPECIALIST (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2224P01 and is part of the IL 182 AW, National Guard. Responsibilities As an EMERGENCY MANAGEMENT SPECIALIST (TITLE 32), GS-0089-9, you will execute the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs. Major Duties - This is NOT an all-inclusive list: Assist with analyzing course content to tailor training programs to meet local requirements. Review exercise reports to identify training shortfalls and conduct remedial training where required. Assist in performing staff assistance visits utilizing checklists and criteria to determine compliance with program specific directives and procedures. Serve as emergency management liaison with outside agencies at the local, county, and tribal level during emergencies. Recommend courses of action regarding Readiness and Emergency Management within an organization. Evaluate Emergency Management programs to ensure compliance with established guidance and regulations. Development of adequate disaster preparedness measures to minimize the effects of natural disasters and/or major accidents and incidents. Perform hazard and risk assessment and conducts incident analysis. Take actions to program, procure, inspect, and maintain equipment and aids, to include enhancements and upgrades and identifies shortfalls to the supervisor. Determine best course of action from many alternatives and recommend and support this action to leadership. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Position is required to maintain classified documents; therefore, requires a security clearance. Must comply with the AF Civilian Drug Demand Reduction Program (AFI 44-107) Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted, minimum rank SrA, may not exceed rank of MSgt. GENERAL EXPERIENCE: MUST possess experience which includes planning, training, and exercises which build and maintain necessary capabilities to prepare, prevent, protect, mitigate, respond to, and recover from emergency incidents. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience, which includes 12 months experience at the lower-level, or training in preparing and briefing emergency management plans; Experience in writing, designing, formatting, publishing, and presenting specific EM program assigned work to peers and immediate supervisors at workshops or special committee meetings; passive defense measures; principles of contamination control; related technical information, policies, procedures, techniques, and equipment; and EM and contingency planning, training, operations, equipment supply procedures, directives, and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
