Summary:

Vighter is recruiting healthcare professionals (HCPs) to conduct basic screening assessments and provide healthcare services to individuals detained by Customs and Border Protection (CBP). HCPs work administratively under the Regional Program Manager and Regional Deputy Program Manager while performing healthcare services under the medical direction of the National Medical Director and Physician Supervisors who collaborate with CBP’s Office of the Chief Medical Officer (OCMO). Healthcare is delivered in accordance with approved medical protocols and in compliance with Department of Homeland Security (DHS) directives.

Vighter’s HCPs work alongside uniformed CBP Agents/Officers at numerous locations near the border in Texas, New Mexico, Arizona, California, and Florida. The medical staff must be capable of providing health care services for persons of all ages, to include infants, children, adults, and pregnant females. Candidates must be comfortable working in a detention setting. Services may be provided in a field setting with minimal facilities, a soft-sided (tent-type) facility, or a secure detention facility, such as a US Border Patrol Station. Education, Licensure/Certification & Experience:

Must have a minimum of one year of experience in direct patient care as a licensed/certified EMT. Successful completion of a US-based training program leading to licensure/certification as an Emergency Medical Technicians (EMT). The degree issuing institution and/or program must be accredited by an entity recognized by the U.S. Department of Education. Must have a current, active, valid, unencumbered license/registration/certification to practice healthcare in the state in which the candidate will work. License/registration/certification must not have been withheld, suspended, revoked, denied, surrendered, or lapsed due to an investigation. Must possess a current valid Basic Life Support (BLS) certification from one of the following approved organizations: American Heart Association (AHA) BLS for health care providers, AHA Advanced Cardiac Life Support (ACLS) certification, American Red Cross CPB/BLS for the professional rescuer, American Safety and Health Institute (ASHI) CPR and AED for healthcare providers and professional responders. Application of medical principles, clinical procedures, and techniques. Alertness and skill in providing care and reacting to emergency situations. Basic safety, infection control, quality assurance, records management, statistical information gathering, etc. Experience in a detention/correctional and/or pediatric setting is highly preferred Bilingual in English and Spanish is highly preferred, but not required.

Knowledge, Skills, & Abilities:

Provides emergency care to help stabilize employees or visitors for life, death, loss of sight/limb situations until Emergency Medical Services arrives. Performs medical history and physical assessment; determines chief complaint. Performs vital signs electronically and manually, as indicated.  Apply professional principles, procedures, and techniques for patient care. Initiates and maintains compliance with DHS and CBP policies and any overriding accreditation standards that may apply. Works within licensure/certification, Scope of Practice, and Guidelines as provided by CBP contracted employer and the certifying authority or agency. Maintains compliance with standard operating procedures and protocols. Performs record keeping functions in accordance with program policies and the system of records management. Maintains non-involvement in the security aspect of patient care and custody. Attends general staff meetings and participates with medical quality management  initiatives and reviews as applicable.  Assures a safe and clean working environment and assists in the disposal of biologically hazardous waste on a regular basis. Assists with medical appointments, medical/mental health emergencies, documenting all care provided, orders received, and/or any referrals made.  Ensures any medical orders received or standing orders are implemented. Coordinates healthcare needs of the patient with other staff members or custody as needed, to include referrals to offsite care. Performs record keeping functions in accordance with records management policy, basic records management training, and program policies. Maintains privacy and confidentiality of all patient care. Performs head to toe assessment, documenting findings, and completing any needed treatments within the scope of practice. Refers any urgent needs to a higher level of care if needed.  Restocks supplies as needed, assists with maintaining inventory, maintains equipment in proper working order, to include any manufacturer recommended preventative maintenance. Participates with general staff meetings during normal duty hours. Coordinates referrals to offsite facilities, performs emergency care if needed. Communicates an end of shift report to the oncoming shift. Participates in Medical Quality Management/Quality Assurance/Risk Management activities or initiatives as needed. Functional proficiency and ability to document patient-centered health care in the required electronic health record or electronic medical record, in the required format, in a timely manner, and in compliance with contract policy and guidance. Provide training and support to remote employees on timekeeping systems and processes, including troubleshooting issues and providing guidance on using timekeeping tools effectively. Stay informed about changes in timekeeping technology, regulations, and best practices, and make recommendations for updates and improvements to timekeeping processes. Must have exceptional customer service skills. Other duties as assigned.

Duty Hours / On-call Requirements:

The CBP mission runs 24/7/365 to protect our country and as such shift schedules for HCPs include: day, night, weekday, weekend, and holidays. We will work to accommodate desired shifts with locally hired employees, but there may be times where coverage is needed to meet contractual requirements.

Travel:

This is not a travel position so candidates can be expected to work at alternate worksites within 50 miles of their permanent residence. Note: Per the Joint Travel Regulations, candidates with a permanent residence less than 50 miles from a worksite are considered local hires and are not eligible to receive per diem or travel pay.

Qualifications:

Must be able to walk, stand, bend, and/or sit for more than 8 hours per day. Must be able to perform BLS/CPR if necessary and assist patients into/out of a wheelchair. Must be able to perform duties in a stressful and often austere environment without physical limitations. Must be able to use an elevator or walk up and down stairs. Must be able to lift up to 50 pounds and carry up to 10 feet. Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above and below shoulders. Must be able to read and interpret handwritten and typewritten print. Must be able to communicate by voice and detect sound by ear. Must be willing to work day, night, weekdays, weekends, holidays, and overtime if necessary. Must be able to perform duties in an indoor and/or outdoor environment. Must be able to pass a criminal background investigation. Candidate must not have been convicted of, pled guilty to, pled nolo contender to, or received probation prior to judgement for any crime other than a minor traffic violation, the record of which has not been expunged. Must undergo Urine Drug Screening (UDS).
