Pay Range
$87,450 - $108,564 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for an Emergency Planning Specialist. You will enhance employee awareness of emergency preparedness and response, maintain comprehensive Facility Level Emergency Plans (FLEP) for all occupied buildings, and oversee an effective disaster response plan including an evacuation and accountability program for the entire Laboratory. This position is in the Emergency Management Department, Planning and Preparedness Division.

This position requires full-time on-site presence due to the nature of the work.

You will 

Provide input to the development and implementation of programs to increase awareness and readiness for emergency situations among employees. Oversee effective evacuation procedures and ensure accountability for all staff for emergencies ranging from a single building to the entire Laboratory. Maintain assembly point staffing and equipment for over 100 assembly points.Oversee the Building Emergency Coordinator (BEC) Program and maintain a cadre of trained BECs for all occupied buildings at LLNL. Control the content and implementation of lesson plans for BECs and the disaster cadre. Maintain the Building Emergency Coordinator Program training program and documentation.Independently develop and manage significant portions of the disaster response program for over 9,000 employees, including training several hundred volunteers.Organize and manage volunteers, systems, and equipment for emergency response with regular reports to management and external partners. Provide input and estimates for budgets, schedules, and workforce needs.Manage the FLEP Program in compliance with OSHA. Maintain and update emergency plans for each occupied building in conjunction with facility and program managers.Maintain staffing in all occupied buildings in conjunction with line management.Maintain service area forms, records, databases, and documents; prepare custom/ad hoc reports and conduct in-depth analysis for management decision-making.Serve as a member of the Emergency Response Organization in the Emergency Operations Center.Perform other duties as assigned.

 

Qualifications This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.Comprehensive experience and knowledge of emergency planning.Experience coordinating multiple work activities and multi-faceted internal processes of a large cadre of emergency response volunteers or experience with large emergency programs involving hundreds of trained volunteers.Ability to develop and lead a large group of emergency response volunteers, form effective teams, and manage building level and site wide emergency planning.Experience analyzing performance data.Experience developing content and implementation of emergency training lesson plans.Effective analytical, problem solving, and decision-making skills necessary to independently advise, resolve, recommend, and approve appropriate actions to implement solutions.Effective communication skills to work independently as well as collaboratively in a team environment, and prepare, present, document, and explain information.Desktop and systems computer skills associated with emergency management activities.

Qualifications We Desire

Familiarity with DOE Order 151.1D requirements.Bachelor’s Degree in relevant or related field, or equivalent combination of education and related experience.Working knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).Working knowledge of operations in nuclear and high hazard facilities. Site 300

Site 300 is an experimental test site operated by LLNL.  Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
