Position Overview: Under Limited direction – During Department or Emergency Operations Center (DOC/EOC) activation, the Emergency Plans Officer Senior will assume a lead role in coordinating/facilitating the City or Department’s emergency response and recovery effort.

Job responsibilities include: Coordinates, develops and implements components of the Emergency Operations Plan Ensures compliance of the Emergency Management Accreditation Program (EMAP) Leads continuity of operations programs (COOP) Supports special events & the Emergency Operations Center (EOC) Acts as Duty Officer (DO) on a rotating bases & supports the team with special tasks and assignments Coordinates and/or participates in preparedness & hazard mitigation, projects, workshops, and training & exercise programs. Provide leadership, work assignments, training, and guidance to others May represent the organization or communicate with department directors and other senior city, county and state officials in a professional manner

Driving Requirement:
This position requires a Valid Texas Class C Driver License or the ability to acquire one by your hire date. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Schedule: This position requires off-hours work, including weekends, as part of the Duty Officer responsibilities. Flexible work arrangements are available upon successful completion of the probationary period.
This has been designated as an Essential Employee position. In the event of a City-designated emergency, Essential Employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees and ensure the continuity of essential operations. In such an emergency, Essential Employees may be called back in, may be required to modify their schedule, may be assigned to a City-designated work site, or may be retained on site to assist with operations and recovery. Pay Range $28.29 – $34.80

Hours Monday – Friday; 8:00 a.m. – 5:00 p.m.

Supervises the Citizen Emergency Response Team (CERT) coordinator and oversee the department’s volunteer and public outreach efforts. Provides financial and administrative management to the department on an on-going basis during emergencies. Assists with the development of the OEM Operating Budget, the Financial Forecast and Business Plan. Responsible for setting up and monitoring of special revenue funds, monitoring of grant availability, securing grant funds and managing grant funds and programs. Assumes a lead role during major emergencies, coordinating and facilitating the City’s emergency response and recovery effort from the Emergency Operations Center. Acts as the single point of contact for federal and state counter-terrorism funding and equipment purchasing for public safety department. Coordinates various emergency preparedness and hazard mitigation projects and workshops for the community. Provides departmental and public education training programs and disaster exercises and presentations on emergency management topics to community groups and organizations. Reviews and modify planning issues, coordinate planning groups and committees, preparing plan drafts, distributing final plan products. Assists agencies in developing internal emergency standard operating procedures and action plans. Assists in coordinating disaster exercises including identifying exercise scenario and objectives, coordinating exercise planning groups, and monitoring and evaluating exercises. Attends various meetings with government and private sector agencies and officials throughout Austin and Travis County.
