Job Description SummaryProvides management and technical leadership of the Emergency Preparedness and Fire Protection safety functions in support of nuclear fuel cycle and radioactive material facility operations. This role is responsible for EP and FP programs on the Wilmington site covering GEH and GNF operations, as well as providing support for EP and FP programs at the GEH Morris site. The position will report to the GEH EHS Manager and will act in the GNF-A license position for Emergency Preparedness and/or Fire Protection.

Essential Responsibilities

Responsibilities of this role include the following:

Implement requirements of Fire Protection and Emergency Preparedness Program Plans for multi-licensed (NRC / NC, CA, IL) facilities and sites, incorporating NRC and state regulations, orders, advisories, company policies; plus, other policies and requirements from those authorities having jurisdictionManage employees/contract personnel supporting fire protection / emergency preparedness programsDevelop and implement drills to demonstrate site emergency capability and effectiveness, including maintaining readiness of site Emergency Response programs, procedures, personnel and equipmentServe as key resource for fire protection and life safety programs; ensure facility compliance with NFPA and related codes and guidanceManage / provide oversight for each site emergency preparedness program by ensuring performance of training, drills and EP equipment and supply maintenanceDevelop programs and management systems to achieve and assure complianceAssist in licensing activities related to emergency preparedness / fire protection

Required Qualifications

Bachelor’s Degree in science or engineering disciplineMinimum of 5 years of experience developing effective emergency response programs including training / procedures / surveillances / drill / exercise design for a regulated facility  --OR—15 years of experience supporting emergency response programs including training / procedures / surveillances / drill / exercise design for a regulated facility

Eligibility Qualifications:

For Controlled Access Area: must be able to successfully pass a Nuclear Safety Training Test; follow strict radiation protection, criticality, and industrial safety regulations; wear protective clothing to enter the area.Must be 18 years or older and have legal authorization to work in the United States.Ability to walk up and down stairs.

Master’s degree in science or engineering disciplineExperience in technical operational safety roles at NRC regulated fuel cycle facilities licensed under 10 CFR 70.Able to effectively interface with offsite mutual aid agencies, regulators and other authorities having jurisdiction in a NRC & state regulated license capacityAbility to effectively communicate complex technical issues and information throughout all levels of the organization and to nuclear regulators.Demonstrated ability to function calmly and effectively in high-stress situations, including response to site emergenciesAbility to make decisions with speed and accuracy based on best available informationExcellent communication and interpersonal skills and the ability to effectively interface at all levels of the organizationAbility to evaluate the external impact of business activities and decisions on potential customers, market / industry, media, government and communitiesAbility to manage multiple aspects of fire protection and emergency preparedness programs while supporting business interestsAbility to interface effectively with operational and regulatory authorities in a matrix organizationSignificant experience with fire protection and emergency preparedness programs at a NRC licensed nuclear facilityFamiliarity with NFPA, ANI, FM Global and fire protection/life-safety codes & guidanceStrong interpersonal and leadership skills, ability to guide others effectively.Shares technical expertise across organizational boundaries and utilizes strong mentoring skills to support the development of Emergency Preparedness program.Builds strong working relationships with nuclear regulators, business partners, customers, functional leaders, and engineers.
