Joining our Emergency Response Roster means you can be a part of our response, providing immediate support when disaster strikes.

Here's where you come in:

As a Program Officer(PO) in a response, you will lead in grant acquisition and management of a grant portfolio.  He/ She will coordinate and support project and proposal development in line with Response Strategy and donors’ priorities, The position holder will develop proposal and prepare other documents required for submission with the support of Senior Program Officers and/ or GAM manager and stakeholders.

PO will ensure make sure projects under his/ her portfolios are 1) handover properly to Operation Team, 2) effective grant management mechanisms are in place to monitor progress, resolve issues and challenges and incompliance are flagged to management and stakeholders in good time; 3) reports are submitted in good time, with good quality and in alignment of donors’ requirement. PO, together with Operation manager and Finance, should make sure all staff involved in the implementation are well informed of donors’ regulations.

PO will support SPO to maintain timely and open communication with Support Officers and donors to support resource acquisition and proper grant management.  

PO will also make sure all the information related to his/her grant portfolios are properly recorded and stored in the required information management systems. 

Key Responsibilities

Grants Acquisition and Donor Engagement

Support donor intelligence is gathered through every possible channels.Maintain timely and effective communication with Support Offices and donors that support resource acquisition.Coordinate project design, implementation, and evaluation with all relevant staff, using the defined processes.Develop concept papers and prepare proposals to major donors, in coordination with technical specialists, finance and procurement staff and SOs.Ensure opportunities under his/her portfolios are recorded on Opportunities Tracking and Grant Management tools accurately and in good time.Make sure the concept notes/ proposals submitted are  aligned with Response Strategy and international & WV’s standards.

Grants Management and Reporting

Ensure monthly, annual and end-of-project narrative reports, newsletters, situational reports and other reports are prepared.Coordinate with the operations and finance departments to ensure the compiling/collating of major donor management reports.Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.Ensure that program implementation is in line with the principles of the Red Cross Code of Conduct, SPHERE standards and relevant WV internal standards and policies.Provide program update to key WV support offices and the regional office.Support Grant Managers and DME to implement technical and managerial evaluations as required.

External Engagement

In collaboration with supervisors and other stakeholders, represent WV in cluster, working groups and donors meeting and events.Maintain good relationship donors and SO counterparts.Success stories are shared with communications and donors/ SOs to enhance the visibility of programming.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification

Bachelors’ degree in Development Studies, International Relations, Development Management or Degree in any relevant Social Science.Basic understanding of proposal and budget requirements and regulations of humanitarian donors such as BHA, ECHO, UN agencies and any other humanitarian donorsKnowledge of humanitarian industry including sphere standards, HAP, NGO code of conduct and humanitarian charterComputer proficiency on Microsoft Word, Excel and PowerPoint is required.

Required Professional Experience

Excellent verbal and written communication skills, experience in writing proposals, project documentation, reporting, program informationUnderstanding of project design and proposal writing.At least 1 years of experience in humanitarian or development grant acquisition and managementStrong capacity building and facilitation skills.Understanding of the local context and culture an advantage.

Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, and Portuguese, are an advantage
