Emergent Technology & Code Development Architect
Job Description The Agency: The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. We facilitate compliant development with integrity, efficiency and professionalism. Your team: The Code and Zoning Interpretation Division, headed by the Assistant Commissioner for Code and Zoning Interpretation, consists of two units: The Architecture unit, and the Code and Zoning Interpretation unit (CZI). The CZI Division provides various code and zoning technical support to the borough offices, including specialty units such as Cranes and Derricks, Elevators, Legal Affairs, and the Enforcement team. Through such technical support, the CZI Division help initiate code or zoning changes as necessary to help streamline code and zoning processes and remove barriers. Your impact: As the Emergent Technology and Code Development Architect, you will provide expertise in the rules and regulations involving new building materials and developing technologies. You will work with a team of seasoned engineers, architects, and certified city planners to improve and streamline the processing and adjudication of code and zoning determination requests, while ensuring the promotion of safe, code and zoning complying construction. You will also participate in the revision of the NYC Construction Codes, the Existing Building Code, and any other code projects as assigned to help verify and search standards and regulations that apply to developing and testing new materials and systems. Your role: Reporting to the Director of Architecture, the selected candidate will be responsible for, but not limited to the following: - Providing expertise in the rules and regulations involving new building materials and developing technologies. - Researching and reviewing proposed changes to the NYC Construction Codes, references, and Department rules, with a strong focus on standards and regulations that apply to developing and testing materials and systems. - Researching a variety of codes, standards and rules, from ICC model codes to regulations in other jurisdictions - Drafting proposed revisions to the NYC Construction Codes and participate in the construction codes revision process. - Assisting with the adoption of an existing building code. - Attending meetings and with the industry stakeholders, city agencies and/or elected officials and their staff regarding code development. - Researching issues for high profile developments throughout the city, including performing comprehensive plan review to resolve complex and challenging code and zoning issues and facilitate approvals; - Reviewing and addressing borough determinations and technical affairs determinations submitted by applicants, builders, and the general public. - Reviewing and addressing submissions for code and zoning challenge process. - Represent the Department as a subject matter expert at ICC and other industry conferences as needed. - Coordinating proposed legislation with Policy and Legal Affairs on proposed legislation. Drafting proposed text and providing comments to City Council on draft legislation when it amends the Construction Codes. After the passage of the legislations, serve as the coordinator with Policy and Legal Affairs and Operations to roll out operational needs. - Managing the maintenance of Buildings Bulletins and Code Notes. Monitoring the status of various ongoing Buildings Bulletins and Code Notes, keeping track of their development, compiling data, and circulated them internally and externally. - Researching complex technical issues and responding to inquiries submitted by engineers and architects with regard to the Zoning Resolution, NYC Construction Codes, and other standards, often under tight deadlines. - Coordinate with the Executive Director of Technical Affairs in managing various projects. - Answering questions from the public regarding referenced design standards, construction codes and other related laws and rules. - Meeting with members of the industry to provide technical assistance of a complex nature. - Providing technical assistance to the Commissioner’s Office. - Preparing presentation materials, such as PowerPoint slides and informational sketches and drawings for agency staff, industry professionals, political officials, and the general public. - When called upon, respond to incidents during weekends, holidays and disasters to provide coverage for Borough Offices and Emergency Team. REMOTE WORK This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program. Qualifications A valid New York State Registration as an Architect is required. In addition, candidates must have six ( 6 ) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
