Job Overview 

This position is an administrative paramedic-level position working directly with the EMS Medical Director and the Director of Advanced Life Support to oversee and facilitate the duties of the EMS Quality Team.  This position is distinct from any duties performed as a LGH-EMS Provider.  Confidentiality of patient information as well as agency-specific issues are paramount and should not be shared with any individuals other than the Agencies involved, the EMS Quality Coordinator, the EMS Education Coordinator, or the LGH EMS Medical Director/designee. 

This position is a hybrid position designed to have at least 24 hours per week dedicated to the clinical leadership role.  Remaining hours are assigned to the ALS unit. 

Location: Lowell General Hospital - 295 Varnum Avenue - Lowell, MA

Hours: Part-time (24 hours) Day shift with potential for evening/weekends

Minimum Qualifications

1. Associate’s degree. 

2. Massachusetts Emergency Medical Tech (EMT) or Paramedic Certification. 

3. Advanced Cardiovascular Life Support (ACLS) Certification. 

4. Basic Life Support (BLS) Certification. 

5. Five (5) years of EMS clinical experience. 

6. Massachusetts driver’s license.

Duties and Responsibilities

The duties and responsibilities listed below are intended to describe the general nature of work and are not intended to be an all-inclusive list.  Other duties and responsibilities may be assigned. 

1. The EMS Quality Coordinator role includes all those responsibilities incumbent upon a staff paramedic within the department and includes the duties as listed below.

2. Ensures that high-quality pre-hospital care is being provided by all agencies that have an Affiliation Agreements with Lowell General Hospital for ALS, BLS, and 1st Responder levels of care.

3. Interfaces with affiliated agency clinical and operational leadership to:

- Investigate and resolve clinical deviation and serious incidents.

- Provide support for Special Project Waiver endeavors.

- Provide support for issues pertaining to ambulance regulation requirements.

- Resolve pharmacy issues.

- Provide support to develop or enhance service quality assurance processes.

- Patient Care Report (PCR) program support.

- Patient follow up.

4. Maintains communication with DPH Office of Emergency Medical Services (OEMS) and Northeast EMS Region III for the dissemination of current information pertaining to protocol changes, regulation changes, education, and other clinical topics that arise at state and regional meetings. 

5. Assists in providing education and training administered by the EMS Quality & Education Division to affiliated agencies, Hospital staff, and the community.

6. Oversees the collaboration of EMS Quality Specialists in executing the responsibilities of the EMS Quality & Education Division including, but not limited to:

- Development of education and training.

- Administration of Education.

- Maintain attendance rosters for all courses facilitated under the auspices of the Department of - - - - Advanced Life Support and EMS Quality & Education Division.

- Patient follow up requests.

- Development of Quality Assurance / Quality Improvement plans for the Greater Lowell EMS System and individual agencies. 

- Develop and implement remediation programs for all levels of EMT’s who work for agencies that have Affiliation Agreements with Lowell General Hospital.

7. Interfaces with the Lowell General Pharmacy to resolve prehospital medication administration or dispensing discrepancies for agencies that receive medications under the license of the LGH EMS Medical Director.

8. Assists with LGH EMS communications initiatives and staffing;

9. Develops and manages data collection systems created for the operation of the EMS Quality & Education Division.

10. Develops and schedules Lowell General Hospital EMS Regional Rounds.

11. Interfaces with the LGH EMS Medical Director for coordination and preparation of LGH ALS and affiliate agency M&M Rounds.

12. Interfaces with Emergency Department leadership, quality assurance coordinators and data analysts at Lowell General Hospital and other receiving hospitals to resolve prehospital issues pertaining to:

- Sepsis cases

- STEMI and other cardiovascular cases

- Trauma cases

- Stroke cases

13. Maintains Zoll Online 12 Lead ECG account (accessed by Emergency Department and Heart and Vascular Center staff).  This includes being the point of contact for all EMS agencies that may transmit a prehospital 12 Lead ECG to LGH Main Campus.

14. Identifies and facilitates potential research/publication topics.

15. Performs on-scene evaluations with the LGH EMS Medical Director.

16. Assists the LGH EMS Medical Director/designee in the development of an annual plan for Quality Assurance/Quality Improvement (QA/QI) for each agency in collaboration with the Clinical Coordinator of the individual agency.

17. Participates in professional development for self and other ALS team members;

18. Offers direct and timely feedback to staff regarding practice concerns and compliments.

19. Encourages professional growth for paramedics within the department (education/lectures, in-service meetings, charge position).

20. Identifies specific educational needs of groups or individuals and work with the Director of Advanced Life Support to address these needs in a timely manner.

21. Responsible for monthly ALS M & M rounds content and organization.

22. Attends hospital stroke, STEMI and Sepsis meetings.
