Job Description
The New York City Housing Authority (NYCHA) is the largest public housing authority in North America. NYCHA is home to approximately 3.9% of New York City’s population: it provides housing for more than 339,900 low-income New Yorkers through its public housing and Section 8 leased housing programs. NYCHA is comprised of 277 developments across the five boroughs of
NYC, consisting of approximately 160,000 apartments in 2,106 buildings.
NYCHA’s Emergency Management and Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations, to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHA’s infrastructure and the preparedness of its stakeholders, both internal and external. EMSD was formed in April of 2022 with the merging of NYCHA’s Office of Emergency Management and Emergency Services Department.
NYCHA is seeking a dedicated and experienced Preparedness Administrator for the EMSD Preparedness Unit to manage unit operations, assist in planning for NYCHA’s responses to both small- and large-scale emergencies impacting essential functions, and support the Deputy Director in executing the unit’s mission of ensuring NYCHA employees and residents are prepared for all emergencies. The Administrator will provide leadership and strategic direction in the development and implementation of emergency response plans, ensuring communication protocols with stakeholders are followed during emergencies, and collaborating with department leads to determine appropriate staff training and exercises. This role also involves working with local officials and planners to maintain, update, and develop local hazard plans in compliance with state and federal regulations.
The primary responsibilities include, but are not limited to the following:
1. Operational Management:
o Provide managerial direction and support for the interpretation and application of emergency operating procedures.
o Develop policies and plans to guide EMSD personnel in responding to operational issues and emergency conditions.
2. Staff Supervision & Development:
o Manage the recruitment, training, supervision, evaluation, and assignment of emergency management personnel.
o Ensure staff preparedness through the coordination of training and exercises for professional development.
3. Emergency Operations Center (EOC) Management:
o Activate and manage the Emergency Operations Center (EOC) during critical incidents, ensuring coordinated response efforts.
4.Emergency Plan Development & Implementation:
o Apply emergency management concepts and practices to develop, update, and implement response plans tested in in real-world scenarios.
o Review existing emergency plans and procedures to identify areas in need of updates and improvement.
5.Strategic Planning & Coordination:
o Coordinate and develop strategies to ensure the successful implementation of emergency plans and enhance agency awareness of preparedness efforts, including Continuity of Operations (COOP) and resiliency planning.
o Collaborate with local officials, planners, and relevant agencies to ensure hazard plans comply with state and federal regulations.
6.Public Representation:
o Represent the EMSD/Preparedness Unit at meetings, conferences, and public forums focused on emergency preparedness, in the absence of the Deputy Director.
7.Scheduling & Compliance:
o Supervise daily, weekly, and monthly schedules to ensure full coverage of emergency personnel.
o Monitor time and attendance records to ensure compliance with NYCHA’s policies and regulations.
8.Special Projects & Initiatives:
o Lead and manage special projects, ensuring deadlines are met and objectives are achieved.
9. Public Awareness & Outreach:
o Promote disaster preparedness awareness programs and initiatives for NYCHA residents.
o Engage with city, state, and federal agencies and external stakeholders to integrate the Whole NYCHA Community into broader citywide emergency planning efforts.
10. Administrative Support:
o Provide operational and administrative support to the Deputy Director ensuring smooth day-to-day unit operations.

Qualifications
1. A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or
2. A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or
3. A satisfactory equivalent combination of education and experience.
