Job Description

ProSidian Seeks a Energy Data Management Project Manager (PM) (Full-Time) in Mid Atlantic Washington Metropolitan Area (Northern Virginia | Washington DC | Maryland) to support an engagement for the US Govt's combat logistics support agency that manages the global Dept. Of Defense supply chain – from raw materials to end user to disposition – for the Army, Navy, Air Force, Marine Corps, Coast Guard, 10 combatant commands, other federal agencies, and partner and allied nations.  The Agency provides the Department of Defense and other government agencies with comprehensive energy solutions in the most effective and efficient manner possible. 

The ProSidian Engagement Team Members work to provide technical and consulting support to advise and assist the Government as the Subject Matter Expert (SME) for strategic planning, risk assessment and mitigation, construction management, cost analysis, data management and analysis  strategies, and senior program management. This support is required to enhance DLA’s SRM program and current project management and tracking initiatives in order to meet emerging reporting and metrics requirements.  In addition, SRM requires SMEs to aid the DLA SRM division in determining how to best leverage commercial techniques, incorporate the military construction agent’s project management tools into War Fighter mission requirements.

Provide Sustainment Restoration and Modernization Technical Support Services OBO The DLA Energy Sustainment Restoration Modernization (SRM) Division (DLA Energy- LM).  DLA Energy- LM is responsible for sustaining, restoring and modernizing the Department of Defense’s (DOD) Petroleum, Oil and Lubricant (POL) infrastructure in order to maximize operational readiness on over 560 sites worldwide. 

The SRM Division provides guidance and assistance to DOD on the maintenance of the fixed POL facilities, to include working with the Office of Secretary of Defense on the DOD Faculties Sustainment Model and the Real Property Classification System. SRM’s primary responsibility is planning, budgeting and overseeing maintenance, repair and construction projects in support of fixed fuel infrastructure.

SRM projects are managed into four pillars: Centrally Managed Programs (CMP), Emergent, Recurring Maintenance and Minor Repair (RMMR), and Facility Assessments. SRM Project Managers interact with the organization’s stakeholders on a daily basis to manage POL assets for the Army, Air Force, and Navy. DLA’s Enterprise Business System (EBS) is currently the system of record to manage and track all real property assets and financials.

The ProSidian Engagement Team shall provide support services in the following consulting and technical areas: (1) Strategic Planning; (2) Program Database Development; (3) Data Analysis; (4) Workflow process improvement; and (5) Senior Program Management.

The Program Manager is responsible for the day-to-day operations for the Agency.  He (or she)  will work closely with the operations team to ensure the smooth operations, financial management, procurement, compliance and project management of the project. 

The PM must be available via telephone or electronic mail during normal business hours, unless otherwise stated. The PM shall have demonstrated experience in their resume of contract management, with experience in performing federal government contracts preferred. He (or she) will mentor and team with other Engagement Team Members on duties and composition of portfolio activities that will vary based on the Program Manager’s project needs including but not limited to the following types of activities:

Assists with project budget preparation, monitoring, and reporting. Assists in maintaining trackers for budget monitoring, level of effort utilization, etc.Processes invoices, subcontractors’ costs, expense reports, deliverables, etc., to monitor compliance with contract and Insight’s policies.  Issues status reports as needed.Prepares project expenses for approval and works with operations team members to enter them into the accounting system for processing.Develops and maintains the various project management trackersCarries out periodic project-related research as requested. Establishes and maintains project files and keeps filing system list updated.  Copies and properly files all project correspondence and documents. Collects and saves to project files all project deliverables and publications.Assists in advising staff on operations and policies and procedures.Performs other project management and contact administration duties as required. Undertakes assignments on projects or special initiatives as appropriate. Supports the recruitment of short and long term staff; oversees on-boarding of new staff.Fields staff and consultants for international travel as needed.Serves as primary contact for consultants on administrative items.  Ensures inquiries and needs promptly addressed to continued positive relationship. Creates a productive and motivating work environment for staff by establishing and maintaining partnerships across programs and portfolios.

Qualifications

The Energy Data Management Project Manager (PM) shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. 

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

The ProSidian Engagement Team seeks professionals (one or more non-key personnel) which collectively (i.e., through a combination of one or multiple individuals) possess the following knowledge and experience below:

Demonstrated experience in database management, database development, data analysis, predictive analysis, Qlik Sense, visual display of data; data organization, Microsoft Access, requirements gathering and software testing and training;Demonstrated experience in creating instructional guides, software documentation and training materials;Demonstrated experience in environmental constraints placed on construction or repair of fuel facilities;Demonstrated familiarity with American Petroleum Institute (API) inspection standards;Demonstrated familiarity with American Society for testing and Materials (ASTM) inspection standards; andDemonstrated knowledge of Occupational Safety and Health Administration (OSHA) regulations and codes.

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily.  The requirements listed below are representative of the knowledge, skills, and/or abilities required:  GS-14 Equivalent (e.g., STTA subject matter expert, program manager, senior program analyst, etc.): 

Master’s degree or equivalent from an accredited college or university in a relevant field with at least six years of experience relevant to international development, including at least one year of experience at the GS-13 equivalent level.

Bachelors degree required; Masters degree preferred in a relevant field.At least 4 to 6 years relevant experience (project management, finance, contracts, and operations). Ability to work effectively both independently and as part of a team.Candidate must have strong attention to detail and organizational skills.Demonstrated ability to propose possible resolutions to complex technical, managerial or operational problems.Demonstrated leadership, management, organizational, and decision-making skills.Demonstrated proactivity, attention to detail, working within deadlines, and ability to juggle multiple priorities in a fast-paced environment.Excellent interpersonal skills and client service provision. Excellent written and verbal communication skillsExperience in project administration and management procedures preferred.Experience in the use of database applications and presentation software desirable.Experience living or working in developing countries and language proficiency in geographic area preferred.Intermediate level proficiency in MS Excel and other MS Office Suite programs.Proficiency in Foreign Aid And Development Assistance Agency regulations, The FAR and ADS and procurement procedures and contract compliance. Requires proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet and e-mail applications.Understanding and proficiency in financial and project management systems and procedures.
