Energy Marshal

As an Energy Marshal at Clark, you will be responsible for implementing and enforcing electrical safety protocols, including Lockout/Tagout (LOTO) procedures, to ensure safe operations on-site. This individual collaborates with project teams and stakeholders to oversee pre-energization, active work phases, and post-energization safety measures while ensuring compliance with industry standards and regulations.

Clark will assign an Energy Marshal to work with the subcontractors to manage the coordination, implementation, and adherence to the project Energization Plan. The Energy Marshal will be responsible for, but not limited to, the following:  

Completing NFPA 70E training on Electrical Safety Related Work Practices. 

Assigning a competent backup Deputy Energy Marshal. 

Reviewing the Electrical Contractor’s Energization Safety Program with the electrical contractor and commissioning authority  (Pre Start Up)

Organizing and scheduling Pre-Energization meetings in advance of energizing or de-energizing critical equipment.  

Identifying Clark’s Energy Marshal and Deputy Energy Marshal at the Pre-Energization meeting, and reviewing their roles, authority, and responsibilities. 

Confirming individuals working on de-energized equipment are Qualified workers based on NFPA 70E, OSHA, or an accepted qualified electrical safety training standard. 

Documenting Qualified Worker's certifications in a project log. 

Delivering a project-specific Electrical Safety Orientation to employees who will be working on electrical equipment 

Reviewing the electrician’s LOTO plan and verifying it is accurate and managed properly. 

Reviewing electrician and vendor AHA’s. 

Confirming receipt of the approved coordination study and all arc flash labels have been applied to the equipment. 

Prior to energization - confirm all required QA/QC is complete and documentation has been submitted. 

Reviewing the daily Pre-Task Plan for energization activities. 

Implementing adequate communication to the project team that identifies daily high-risk activities, energized equipment and spaces, barriers, and off-limit spaces. 

Perform pre-energization walks to verify readiness, address safety concerns, and confirm compliance with protocols.

Coordinating all energization and de-energization activities with the appropriate stakeholders. 

Conduct kick-off meetings to review LOTO plans with the project team and stakeholders. 

Maintain and update single-line drawings to reflect progress for energized equipment and LOTO implementation.

Conduct pre-energization walks with the electrician and project stakeholders. 

Conduct end-of-day inspections to ensure all electrical systems are properly secured.

Ensure proper signage, barriers, and access control plans are in place for electrical rooms and spaces with energized equipment.

Wear a high-visibility safety vest identifying themselves as the Energy Marshal to establish authority and ensure clear visibility on-site.

Basic Qualifications

Undergraduate degree in a construction or related discipline or relevant experience

In-depth knowledge of electrical systems, LOTO procedures, and safety regulations (OSHA, NFPA, etc.).

Proven experience in construction or industrial project environments with a focus on electrical safety.

Strong communication and leadership skills to coordinate with multidisciplinary teams.

Ability to identify and resolve safety risks proactively.
