This position will meet with clients to discuss energy performance measures for their portfolios that best suit the client's needs and provide guidance during the development and implementation of the projects. This position will also work closely with other Arkansas Energy Office staff on various funding opportunities. The mission of the Arkansas Department of Energy and Environment is to provide effective and efficient energy and environmental solutions informed by science. The Department promotes responsible management of resources and protects the environment for the benefit of all Arkansans. Position Information Class Code: G248C Grade: GS07 FLSA Status: EXEMPT Salary Range: $40,340.00 - $64,343.00 Summary The Energy Program Coordinator is responsible for coordinating operational activities of the Arkansas Energy Office state and federal energy efficiency, renewable energy, and/or sustainable transportation programs. This position is governed by state and federal laws and agency policy. Functions Supervises a subordinate professional and administrative support staff by interviewing and recommending for hire, providing training opportunities, assigning and reviewing work and special projects, and evaluating the performance of incumbents. Develops programmatic requirements and budgets for requisite resources. Responsible for coordinating the internal operational budget for state and federally-funded energy programs. Develops performance measures which are stipulated in annual grant documentation. Develops standardized monitoring policies usable for providing sub-grantee oversight. Recommends program objectives and guidelines to the Director. Functions as liaison between the United States Department of Energy and the Arkansas Energy Office. Performs other duties as assigned. Dimensions None Knowledge, Skills and Abilities Knowledge of federal and state regulations and policies regarding energy conservation. Knowledge of the principles and practices of organizational management. Knowledge of grant development, implementation, and monitoring. Ability to determine operational activities and direct workflow through subordinates. Ability to interpret and apply federal and state regulations and agency policy. Ability to evaluate program effectiveness and ensure compliance. Ability to prepare and present information orally and in writing. Ability to develop, implement, and manage grant performance measures, monitoring practices and requests. Minimum Qualifications The formal education equivalent of a bachelor’s degree in business administration, public administration, or a related field; plus, three years of experience in a related field, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
