Summary
This position supports external planning, engagement, and communications needs of the Regional Trails and Trestle Renewals project (RTWL Project). Key functions include planning and implementing consultation activities with internal and external partners to gather input on designs and options, address concerns, and plan for trail closures and changes.
This position reports to the Manager, Website & Public Engagement and will be responsible for developing communication and engagement materials using a mix of graphic design and writing skills, working alongside the project manager within Engineering Services, Corporate Communications and other service area managers.
Key Duties & Responsibilities Develop and implement an Engagement Plan for the RTWL Project, outlining how the CRD will engage with interested and affected parties including government agencies, community groups, businesses, residents, environmental groups and others to gather input, address concerns, and foster support for RTWL Project. Coordinate and supports meaningful engagement with local First Nations. Acts as RTWL Project representative at meetings to share information as needed. Develop and implement comprehensive communication strategies tailored to the RTWL Project, with clearly defined objectives, target audiences, key messages, channels, and timelines, consistent with CRD Communications Protocols, guidelines and standards. Identifies communication needs and opportunities, recommending appropriate communication methods for the Project. Tracks and records project communications activities, including public and media inquiries, communication with First Nations and tasks associated with the engagement plan. Produce engaging and informative content and materials including press releases, articles, reports, publications, newsletters, social media posts, presentations, signage, maps, advertisements, and website content to effectively inform the public about RTWL Project activities, milestones, and achievements. Research relevant topics to respond to public inquiries related to the RTWL Project. Produces maps to illustrate RTWL Project information for internal and external groups, and to communicate information to trail users about closures and detour options during construction. Coordinate responses to requests for information, public inquiries, concerns, issues associated with the RTWL Project and works with CRD Engineering Services and Regional Parks to develop responses, as needed. Develop contingency plans and protocols for addressing communication during unforeseen events related to RTWL Project, maintaining transparency and minimizing reputational risks. Monitor communication about the RTWL project on various digital channels including the CRD website and social media channels, ensuring content is current, engaging, and aligned with RTWL project objectives and is consistent with corporate standards. Coordinate responses to requests for information, public inquiries, concerns, issues associated with the RTWL Project and works with internal staff to develop responses, as needed. Plan and execute events and RWTL Project meetings including public consultations, community forums, groundbreaking ceremonies, and project unveilings, to promote transparency and gather feedback. Coordinate meetings with internal project partners. Coordinate photo and video documentation of the RTWL Project, working with the CRD digital asset management system. Uphold brand standards and ensure consistency in messaging across all communication materials, reinforcing the RTWL Project's identity and values. Monitor and analyze the effectiveness of communication strategies and tactics, leveraging metrics and feedback to continuously improve outreach efforts and achieve project goals. Complete grant applications and coordinates input from CRD divisions required to complete grant applications. For secured grants, completes and submits on behalf of the CRD reporting to granting authorities, or other parties as required, and ensures compliance with grant reporting requirements including tracking and submitting reporting to grantors. Accountable to the Corporate Communications Department on matters of corporate policy, standards, and communication governance. Will participate in corporate communications governance meetings as required. Draft media releases as required and respond to media requests for routine information, editorial copy and RTWL Project related images. Follow all policies, procedures and standards of the CRD Perform other related duties as required. Key Skills & Abilities Strong ability to establish work schedules ranging from several weeks to several months, depending on project requirements. Advanced organizational skills, including the ability to work under pressure, prioritize work and set and meet deadlines. Working knowledge of communication planning and its role in service delivery and project management. Excellent communication (verbal and written), interpersonal, customer service skills and organization skills. Knowledge in information service delivery in the public sector. Knowledge of principles and methods of effective communication in print and visual media and social media. Knowledge of graphic design, including typography, layout, colour theory, composition, visual hierarchy and an ability to apply these within branding standards. Experience using graphic design and video editing software (Adobe Creative Suite or similar).for producing maps and communication products. Superior writing and editing skills, strong public speaking and presentation skills. Proficiency and experience with word processing (MS Word), spreadsheets (MS Excel), presentation (MS PowerPoint), and web content management systems (Drupal). Professional, politically sensitive, diplomatic, confidential, flexible, co-operative and reliable. Well organized, clear and articulate goal setter. Ability to work independently and as a team member. Experience in coordinating a wide range of concurrent and sometimes changing information and initiatives with staff from different service areas. Qualifications Degree in a related discipline A minimum of 5 years' directly related experience Certifications Valid BC Driver's Licence As an alternative to driving, must be willing to take e-bike training (offered through CRD for employees) and travel by CRD e-bike to site meetings, as required, or possess ability to use public transitAPPLICATIONS
