Position Overview Delmock Technologies, Inc. is seeking a skilled and dynamic Engagement Lead to oversee a high-impact consulting engagement supporting strategic transformation in the water utility sector. This role will lead complex initiatives spanning Drinking Water, Water Conservation, and Capital Improvement Planning (CIP), serving as the primary liaison between DTI and client leadership. The ideal candidate will provide expert guidance in strategic planning, organizational transformation, change management, and stakeholder engagement, while proactively identifying risks and ensuring alignment with the client’s vision, values, and long-term goals. The Engagement Lead will ensure the delivery of high-quality results on time and within scope, while fostering strong, trusted relationships with key client stakeholders. Key Responsibilities: Serve as the day-to-day lead for assigned task orders supporting strategic priorities Define project scope, objectives, deliverables, and success metrics with stakeholders Develop and maintain project schedules, risk registers, dashboards, and status reports Lead cross-functional teams across technical and business units Manage project scope, budget, resources, and timelines Monitor and ensure the timely delivery of high-quality deliverables Implement stakeholder engagement and communication strategies Identify risks and implement proactive mitigation strategies Prepare executive reports, presentations, and briefings for senior leadership Maintain all project documentation in compliance with organizational standards Collaborate closely with Contract Managers and Task Order Managers Minimum Requirements: Bachelor’s degree in project management, Public Administration, Business, Information Systems, or a related field Eight (8) years of experience leading medium-to-large-scale consulting, IT, or transformation projects Six (6) years managing all phases of complex IT or infrastructure-related projects Experience leading cross-functional teams in matrixed environments Strong knowledge of project management methodologies (PMBOK, Agile, etc.) Proficient in Microsoft Project, Excel, PowerPoint, and SharePoint Exceptional written and verbal communication skills, including executive-level presentations Strong analytical skills, attention to detail, and ability to manage competing priorities Preferred/Nice to Have Skills: Master’s degree (MPA, MBA, or related) Prosci or equivalent change management certification Familiarity with water utility operations, infrastructure consulting, or municipal government clients Experience with stakeholder engagement strategies in regulated environments Background in ESG, One Water, or Capital Improvement Planning initiatives Additional Experience Considered a Plus Strategic planning & implementation Organizational development & knowledge management Business process analysis and operational optimization Change management and implementation support Performance measurement and evaluation Data-driven operational performance assessments Fiscal and financial management Municipal advisory and regulatory compliance Asset management and capital improvement planning Digital transformation and smart utility integration Training, capacity-building, and workforce development Strategic communications and executive recruitment Support for ESG, Climate Action Plans, and One Water initiatives Staff augmentation and advisory services Clearance: The ability to pass a background check is required for this position.
