This program encompasses a full spectrum of transportation technology and operations incorporating widely diverse infrastructure areas ranging from geosynthetic use and design, geologic engineering, geotechnical field instrumentation, in-situ soil exploration, nuclear non-destructive testing, piling and embankment design, pavement design, pavement structural and surface requirements, roughness, pavement friction and safety. The incumbent makes authoritative decisions and recommendations that impact the extensive department engineering activities. LTRC is the division responsible for the transportation research program in Louisiana for the Louisiana Department of Transportation and Development (LADOTD). Using a staff of engineering administrators, managers, engineer specialists, professors, research associates and contract researchers, research is conducted in-house and through a diverse contract program in direct response to identified engineering problems which are complex and unprecedented. This program is responsible for the implementation of national and state research findings and the exploration, exploitation, and implementation of new technologies for DOTD use. The incumbent advises directorate and division level positions and participates on department committee to develop programs and policies which impact the overall function and effectiveness of DOTD. EXPERIENCE SUBSTITUTIONS: A master's degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience. NOTES: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. SUPERVISION RECEIVED: Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS. SUPERVISION EXERCISED: Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS. LOCATION OF WORK: May be used by all state agencies. JOB DISTINCTIONS: Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity. Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency. Examples of Work 40% As the group administrator, plans, develops and administers the Pavement and Geotechnical Program, LTRC, with a staff of 26 engineers, professors, technicians and students, establish, develop, produce and execute authoritative and far reaching engineering programs which impacts diverse engineering activities of the state's transportation system. Exercising mature professional engineering judgement to determine program objectives and requirements, the incumbent independently directs this group to solve critical problems requiring solutions that incorporate the latest technological advances and leads to nationally recognized cutting-edge research. 25% Advises and provides leadership to directorate, division and office chief levels on development of new technologies and programs, and implementation of research findings to improve the effectiveness of department policies, specifications, procedures and operations; recommends plan changes to the chief engineer to incorporate new technologies and materials or to implement research findings; negotiates and arbitrates critical and controversial issues with top level engineers and officials of public/private transportation industry and organizations; serves as expert witness in wide array of technical areas supported by the group's research program. 15% As budget authority for the Pavement and Geotechnical group, prepares and recommends the group's operating budget, personnel matters, and staffing needs; prepares and directs group operating and strategic plans, and develops and measures performance indicators with the overall scope of the total LTRC program. The incumbent also administers the activities of two engineering research facilities, the $0.81 million Geotechnical Engineering Research Laboratory, co-located at LTRC and the $2.0 million infrastructure Pavement Research Facility (which has an operating budget of $570,000 annually) located in Port Allen, LA 10% Represents Louisiana at nationally recognized forums such as the national Academies' Transportation Research Board, AASHTO subcommittees and technical organizations serving in leadership and membership positions, to conduct research, implementation, and technology transfer activities. 5% Provides liaison with federal, state, other states' officials and university personnel both locally and nationally in administering the research program; provides liaison with university and outside funding agencies on administrative and financial matters. 5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
