Bureau of Environmental Services
The Bureau of Environmental Services (BES) is seeking an Engineer-Civil to join our dynamic team of highly qualified people within the Planning Group to perform planning work in support of pump stations, wastewater treatment plants and non-process facilities.
What you’ll get to do:
The major duties and responsibilities will include:
+ Under general direction, the individual will lead the planning, organization, and evaluation of integrated solutions packages through the Integrated Planning process that supports our wastewater treatment and pump stations. This requires serving as a planning manager and project engineer to prioritize long term rehab and maintenance projects using system risk and condition data; lead teams of City staff and consultants through characterization, alternative development, and solution adoption; review engineering plans and drawings to inform solution development, prepare design criteria in line with City goals, preliminary layouts and opinions of probable constructure cost that are used for evaluation of solution alternatives; prepare technical reports that outline a recommended package that can be used to coordinate across stakeholders; and serve as a representative of the Priority Area Planning team between City, contractors, consultants and utilities or other agencies.
+ This position will lead and/or assist in writing technical/engineering reports and asset management plans, conduct regulatory and land-use research, and make recommendations for solutions that address environmental risks as well as other strategic risks (climate and seismic resiliency, environmental regulatory, etc.) of concern to the bureau and as informed by the Risk Assessment Division and BES Work Groups.
BES is also seeking an Engineer-Civil for our Treatment and Pump Systems Division (TPSD), which provides engineering services for projects at the Columbia Boulevard Wastewater Treatment Plant, and Tryon Creek Wastewater Treatment Plant, and for approximately 100 wastewater pump stations and associated force mains throughout the city.
This position will be for project management and design management of various projects within TPSD, primarily focused on Rehab, Replacement & Modification (RR&M) projects at both treatment plants. The RR&M program has approximately 30 active projects currently, as well as over 30 future projects identified.
Responsibilities will include:
+ Development design documents for treatment and pump station process improvements, including: basis of design documents, plans, specifications, cost estimates, for treatment and pumpstation improvement projects
+ Project management duties including: managing design consultants, coordination with Operation and Maintenance staff, working with BES subject matter experts, managing project schedule, scope and budget.
+ Provide engineering services during construction including: submittal reviews, respond to requests for information, development of design clarifications

Applicants must specifically address and demonstrate in their cover letter and resume how their education, training and/or experience, meets each of the following minimum qualifications:
+ Experience in applying the theory, principles and practices of civil engineering during planning, design and project management.
+ Ability to plan and manage difficult engineering related projects using knowledge of principles and practices in contract administration and project management.
+ Ability to research and interpret information from a variety of printed and electronic record types maintained by the City and other agencies including plans, construction specifications, as-builts and legal contracts.
+ Experience in performing difficult technical research and analyzing complex engineering and mathematical problems, evaluating alternatives and recommending or adopting effective courses of action.
+ Ability to effectively communicate technical concepts verbally and in writing and work effectively within diverse teams within and through the city to complete assigned work.
Applicants must also:
+ Minimum of 4 years of engineering experience.
+ Professional Engineer (required at time of hire)
+ OSBEELS (Oregon's PE) - Required within 6 months

Civil Engineering Design (CED)
The Civil Engineering Design (CED) section of PBOT seeks Civil Engineers to perform engineering designs for a variety of multimodal projects including development of complete arterial and residential streets, traffic safety improvements, and pedestrian and bicycle enhancements. Civil Engineers coordinate and lead the technical aspects of projects; provide designs using electronic delivery methods (including plans, schedules, specifications, estimates and digital terrain modelling); and perform construction design support for complex work related to City and Federally-funded capital improvement projects. Strong communication skills and ability to prioritize work within a dynamic work environment are essential.
What you'll get to do:
+ Develop, design, review, and construct engineering plans and drawings; prepare specifications; assemble bid packages; develop cost estimates and monitor project costs and progress
+ Lead as project engineer and perform project management work on various engineering and construction projects; supervise drafting staff in preparing complete sets of final plans and details; prepare contract documents for bidding; advertise for and evaluate construction bids
+ Serve as liaison between City, contractors, consultants, and utilities or other agencies; review field engineering problems with bureau staff and contractors; make field design changes; conduct regular and emergency field investigations and inspections to ensure compliance with approved plans, specifications, and standards;

Construction Engineering Division
The position in the Construction Engineering division at PBOT will oversee the construction and contract management of major CIP projects. This requires the interpretation of plans, specifications, and the evaluation of contractor progress to gauge compliance with scope, schedule, and budget.
Responsibilities will include issuing change directives, negotiating change orders when necessary, communicating work details, schedules and budgets to various stakeholders including the public, approving contractor payments, and ensuring all facets of the contract specifications are met.
Staff in this position will coordinate with various disciplines within the organization for clarification and direction on potential changes to the contract. This position will have regular contact with contractors and subcontractors and frequent contact with members of the public with interest in a project.
This position will work closely with co-workers involved in the projects, as the project team will typically span multiple disciplines within the organization.
This position requires knowledge and understanding of:
+ Engineering principles, practices, and theory as they relate to the construction of transportation-related public works projects.
+ The understanding of project management as it impacts budgeting, schedule, cost control, and safety practices.
+ A firm understanding of federal, state and local regulations as they relate to the construction and administration of public works contracts.
+ The ability to communicate these regulations to contractors, constituents and the project team.
+ The ability to establish effective working relationships with contractors and co-workers.
