Position Summary
Under general supervision, the Engineer I responsibilities may include all aspects of project and contract management of smaller to medium sized projects, including, but not limited to, construction inspection, design of construction plans; aiding with the preparation of specifications, budgeting, review of contract documents, bids of projects or programs with either in-house or a consultant to ensure compliance with contract drawings and specifications, administration and payment of contractors and consultants, and preparation and development of technical engineering studies.
Minimum Requirements
+ Preferred - Computer Aided Drafting (CAD) experience
Education
+ Required - Bachelor's Degree of Science degree in Engineering, preferably Civil or Mechanical, Engineering from an ABET accredited engineering curriculum. and
+ Preferred - Fundamentals of Engineering (FE) exam
Licenses, Certifications and/or Testing
+ Required - Have and maintain a valid driver’s license Upon Hire
+ Required - Employee(s) in this position are covered under the Department of Transportation Drug and Alcohol testing provisions. This includes post-offer, random, post-accident, reasonable suspicion, follow-up, and return to duty testing. Upon Hire

Knowledge, Skills and Abilities
+ Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP, GIS).
+ Ability to read and understand construction drawings/prints.
+ Efficient written and verbal communication skills, in English, to assist internal and external customers (contractors, consultants, and other governmental organizations), co-workers and management professionally, regardless of provocation.
+ Ability to effectively work on multiple projects in all stages of completion simultaneously and work independently.
+ Must demonstrate attention to detail.
+ Must demonstrate good time management skills.
+ Ability to effectively coordinate and communicate with customers, contractors, consultants, District personnel, and other governmental organizations.
+ Availability for after hours and on-call as projects require.
+ Ability to learn new or upgraded computer software as required.
Essential Functions
+ Perform construction inspection, project and contract management, engineering analysis, and preparation of record documents throughout entire duration of small to medium sized construction projects or programs.
+ Administer and process payments for contractors and consultants.
+ Prepare and develop technical engineering studies.
+ Participate and perform engineering studies and evaluations; prepare reports on various items concerning District distribution facilities, buildings, plants, equipment and operations.
+ Become familiar with, and inspect, existing District facilities and equipment, translate findings into recommendations for maintenance, repair and/or replacement.
+ Provide a technical review of anticipated engineering projects with other internal District personnel and/or consultants/vendors for the purpose of assisting in performing engineering studies, pre-design reports and design alternatives, and budget estimates for associated projects.
+ Assist in assigning priority to projects and scheduling for completion within the fiscal year as budgeted.
+ Review budget estimates and prepare complete sets of construction documents, including bid information, specifications, equipment procurement purchase requisitions, and construction drawings for small to moderately sized projects.
+ Assist in the preparation of both Request for Qualifications (RFQ) and Request for Proposal (RFP) documents for Consultant, Contractor, and Vendor services as necessary for small to moderately sized projects.
+ Coordinate consultant designs for small to moderately sized projects.
+ Assist in the preparation of project advertisement and coordinate with other District departments regarding solicitation of contractors and vendors as necessary for projects.
+ Review, analyze, and recommend bids or quotes received, which will result in the award of contracted projects.
+ Coordinate all scheduling of construction activities with selected contractor and pertinent District personnel throughout entire duration of project after award of contracts.
+ Assist outside consultants in Quality Assurance (QA) testing of all materials and equipment used in construction projects.
+ Participate with all Project Management duties, to include the preparation of change orders, pay estimates, compliance with funding and permitting regulations as required, and final closeout documentation for review by District Board of Directors during all phases of engineering projects.
+ Provide and maintain due diligence on all projects from inception through completion regarding sound fiscal responsibility for the use of District funds while always following in the best interest of our customer rate payers.
+ Conduct inspections and prepare reports for District facilities.
+ Drive District vehicles.
+ Assist other engineers as needed or directed by the Supervisor.
+ Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated.
