Responsible for executing the NJDOT Utility Engineering process or similar process for other clients, on highway infrastructure capital projects. This position works closely with the Project Manager and coordinates with the design team, subconsultants, utility owner representatives and client personnel. Applies engineering techniques, procedures, design criteria and applicable utility industry standards to projects of varying sizes and complexity that are progressing through concept development, preliminary engineering, final design and construction phases. The position requires effective communication and documentation. May mentor, train and supervise junior engineering staff.
What You’ll Do:
* Lead the process of collecting and cataloguing utility as-built records;
* Develop a utility base plan by compiling and reconciling multiple sources of
information;
* Coordinate subsurface utility engineering (SUE) investigations,;
* Perform conflict analysis of proposed designs on existing aerial and
underground utility infrastructure;
* Perform calculations to support the identification of conflicts;
* Create and update a Conflict Identification matrix that complies with TRB
best practices;
* Identify strategies to avoid utility relocations;
* Where relocations are unavoidable, prepare utility checklists and
alternatives of accommodations;
* Meet with utility owner representatives and negotiate proposed relocations
that lead to mutually agreeable relocation concepts by the owner, client and
HNTB design team;
* Prepare utility construction plans for inclusion in the bid documents that
depict all required relocation work to be performed by the client contractor
and utility owners;
* Prepare specifications and quantity calculations for utility pay items;
* Prepare Utility Plans and client construction authorization documents;
* Obtain, review and approve utility owner provided cost estimates, COIs and
other supporting documents as needed for utility reimbursement;
* Prepare utility risk assessment plans;
* Contribute utility related information into the construction schedule and
risk register.
**What You'll Do:**
+ Completes assigned work within the schedule and number of hours provided.
+ Assist in the development of project specifications.
+ Responsible for development of discipline specific engineering project elements/deliverables such as reports, designs, and plans.
+ Aids in the coordination and productivity of project team members.
+ Provides technical guidance to less experienced engineering project team members.
+ Works closely with other disciplines and on multi-discipline projects.
+ Performs quality control reviews of discipline - specific engineering project elements/deliverables.
+ Assists with coordination and planning of schedules, hours, and distribution of work within discipline.
+ Performs other duties as assigned.
**What You'll Need:**
+ Bachelor’s degree in Engineering and 4 years of relevant experience, or
+ Master’s degree in Engineering and 3 year of relevant experience, or
+ PhD in Engineering and 2 years of relevant experience
**What You'll Bring:**
+ Working knowledge of utility owner systems including electric, gas, water, sewer, telecommunications, pipelines and railroads;
+ Working knowledge of the NJDOT Utility Accommodation Policy (N.J.A.C. 16:25);
+ Understanding of applicable sections of the NJDOT Roadway Design Manual and Bridges and Structures Design Manual related to utility facilities;
+ Familiarity with OSHA and NESC requirements;
+ Experience in the use of MicroStation, ProjectWise and Bluebeam
+ Optimizing work processes by using knowledge of the most effective and efficient ways to get things done with a focus on continuous improvement.
+ Independently progresses the majority of designs and tasks required of the discipline.
+ Exhibiting experience with Microsoft Office Suite, and MicroStation and/or AutoCad.
+ Exhibiting a thorough understanding of the application related to engineering, geometric and algebraic principles.
+ Managing time, proactively forecasting, and communicating project development needs.
**What We Prefer:**
+ Engineer in Training (EIT) certification
+ Professional Engineer (PE) certification
