The Planning Unit of the NCDOT Transportation Planning Division located in Raleigh, NC is seeking an experienced transportation engineer to work with planning organizations in the Western Piedmont (Greater Charlotte and Triad) Planning Regin, and it is anticipated that this position would likely be assigned to work with the Burlington-Graham Metropolitan Planning Organization and the Winston-Salem Area Transportation Planning Organization. The planning group has responsibility for providing transportation planning expertise for MPOs, RPOs, and multiple counties and municipalities in the region; developing coordinated long range comprehensive transportation plans; and administration of state and federal funds provided to local governments for transportation planning. Work includes the development of transportation plans that serve as a guide for policies and development, forecasting, deficiency analysis, and recommendations. One should be able to plan, schedule, and conduct complex engineering work and convey findings in oral and report form. One should be able to work with a high level of autonomy, solving complex problems and presenting an array of topics to various audiences. Must have a strong knowledge of the transportation planning process and federal and state requirements for the MPOs and RPOs, respectively. Travel to the local area is also a required part of this job.
The applicant should have a thorough knowledge of the technical aspects of transportation systems planning, travel demand modeling using TransCAD, ArcGIS/ArcGIS Pro, air quality analysis, capacity deficiency analysis, traffic forecasting, alternative modes of transportation, environmental constraints, and other project planning principles. Applicants must be able to work with a high degree of accuracy and have good technical writing and oral communication skills. Most work is done in Raleigh office with occasional evening or overnight meetings (<20%). This position requires the ability to establish and maintain effective working relationships. Must be able to work and communicate with internal and external customers in a professional manner.
Knowledge, Skills and Abilities / Competencies

+ Experience or training in any of the following: evaluating data, traffic trends, or data projections.
+ Experience or training in computer applications and operations (Microsoft Office, GIS, TransCAD, etc.).
+ Experience communicating information in written and oral format.
+ Experience interacting with any of the following: state, federal, regional, local governments, and/or planning organizations.
+ The position must be knowledgeable of the organization and operation of NCDOT and the Transportation Planning Division.
Additional Expectations:
Registration as a professional engineer and/or experience in transportation planning is preferred.
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
