The primary purpose of this position, ENGINEERING EQUIPMENT OPERATOR (CRANE OPERATOR), WL-5716-11, is to serve as an Engineering Equipment Operator/ Munitions Handler for the Navy D5 De-mil. program at the Utah Test and Training Range. Responsibilities Operate one or more types of heavy equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, airfields, other construction sites and, the Class IV Landfill. Operate boom cranes in a variety of outdoor areas where maneuverability is limited and precise load placement is critical. Perform as an Ordnance Handler (OH) on a fully qualified and certified crew member in Conventional (Conv.) and/or Large Rocket Motor (LRM) Operations. Perform operational tasks, in compliance with Standing Operating Procedures (SOP) or other similar task guidance procedures, for the safe and efficient execution of shipping, receiving, and warehousing operations relating to all customer commodities (AA&E and Non-AA&E). Responsible for helping to maintain a work environment that is safe, professional, free from harassment (i.e. sexual, racial, religious, age, etc) and is conducive to a harmonious work atmosphere. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 TRANSPORTATION/MOBILE EQUIPMENT OPERATION FAMILY. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. PHYSICAL DEMANDS: Continual control changes to maneuver crane and load around obstructions requires strenuous physical effort. Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls, levers, clutches, and brakes to operate the equipment and attachments. Work becomes increasingly strenuous because of the type of equipment handled and the requirement for more frequent adjustments under adverse operating conditions. Operator exerts heavy effort in pushing, pulling, and depressing the various levers, clutches, and brakes. Is subject to strain caused by vibrations of the crane, and from the jerking and jolting motions while lifting and moving loads and operating over rough surfaces. Also subject to body strain from bending and twisting to observe movements and signals. Occasionally moves objects weighing up to 50 pounds, e.g., lifting hooks and cables, changing rigging, setting out riggers, etc. WORKING CONDITIONS: The employee works inside and outside in all kinds of weather frequently exposed to dust and dirt. Works near moving parts of equipment and machinery. Works near and around large munitions. May be exposed to grease, fumes, solvents, high noise, vibrations, and exposure to injury from the possibility of equipment overturning. May be required to wear protective clothing such as hard hats, steel-toed shoes, gloves, masks, and aprons.
