Summary This position is located at Joint Base Lewis-McChord, WA within the NAF Support Services Division. The FMWRC mission is to create and maintain "FIRST CHOICE" MWR products and services for America's Army, essential to a ready, self-reliant force. Responsibilities Plans and accomplishes complete projects or studies of a conventional nature requiring independent adaptation of background data and information, interpretation, and use of precedents. Reviews progress and measures performance. Uses initiative, resourcefulness, judgment, ingenuity, and creative thinking in planning/coordinating phases of assignments and in selecting sound alternatives to arrive at acceptable business/engineering compromises for ways to accomplish the work. Inputs and maintains project data for programs or office data bases, extracts/analyses data and formats reports to display program performance, and assists with the coordination and resolution of project actions. Develops and/or assists in the development of Business Plans/Business Case for project justifications, assists in the development of Garrison-wide/program specific needs assessments for determining facility requirements and delivery methods. Prepares SNACS for purchases/change orders/contracts, attends meetings throughout the execution phases, serves as installation representative on construction activities, and prepares/monitors the 5-year Capital Purchase/Minor Construction plan. Requirements Conditions of Employment Qualifications 1. Associates OR Bachelors degree in a Business OR Engineering field of study. 2. Demonstrable skills with PC based software packages/systems. 3. Must be able to communicate effectively, orally, and in writing. Highly Desirable Qualifications are as follows: -Experience in facilities/construction management. - Understanding of engineering, construction, contracting, and project management, statistical analysis, and return on investment analysis. FWS Allowances and Differentials This is a federal wage schedule (FWS) position. All FWS employees are entitled to overtime work for work in excess of 8 hours in a day or in excess of 40 hours in the administrative workweek, whichever provides the greater benefit to the employee. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
