DWM owns and operates two surface water treatment plants, two large high hazard dams, two water reclamation facilities, approximately 1,300 miles of water mains, six water storage tanks, and a collection system with 1,200 miles of gravity mains, 33,000 manholes, and 65 lift stations. And we’re constantly growing; there is a strong development interest in Durham. DWM is hiring an Engineering Manager within the Development Review Division. The position will focus on development, but will also require coordination with staff from various departments and divisions to achieve work goals. The position has heavy interaction with design consultants, maintenance and operations staff, inspection and engineering staff, and developers. The position also coordinates with other City departments like Public Works and City-County Planning. The position requires independent evaluation and analysis of complex engineering issues, and the exercise of professional judgment. This position will also manage Principal Engineers and paraprofessionals within the Development Review Division. Duties/Responsibilities + Development plan reviews and inspections; makes decisions regarding infrastructure acceptance; reviews and approves plans, specifications, and other technical information; and ensures informational accuracy and compliance with requirements, standards, and applicable regulations, policies, and procedures + Advises City departments and external agencies; convenes and facilitates meetings; responds to and investigates requests and inquiries; resolves escalated complaints + Manages programs and assigned department operations; develops operational policies and procedures; establishes unit goals; creates work plans and processes; identifies locations/areas requiring improvement + Serve as a lead worker, assigning work and monitoring work completion or supervising paraprofessional and support staff, to include conducting performance evaluations; coordinating training; and implementing hiring, discipline, and termination procedures + Drafts City Council and public communications; assists with the coordination of and/or attends public meetings Minimum Qualifications & Experience + Bachelor’s degree in engineering or a directly related field + Five years of professional engineering experience in the area of assignment, + Two years of supervisory experience. + A North Carolina Professional Engineer Registration or equivalent as determined by the City (or ability to obtain within 6 months of hire) + Valid North Carolina Class "C" Driver's License; if out-of-state, must obtain a NC license within 60 days of hire Additional Preferred Skills + Experience with development review for a client or employer + Knowledge of applicable laws and regulatory codes relevant to design, permitting, and operation of collection and distribution systems + Excellent written and oral communication skills + Be an effective relationship builder while working and supervising within a team concept Benefits – General Full-Time Employees + 12-13 paid holidays per year + 13 standard work days of vacation per year + 13 standard work days of sick leave per year, which accumulates indefinitely; sick leave may be used toward early retirement + 2 weeks paid military leave per year + Medical, dental, vision, and supplemental life insurance plans + State and City retirement plans + Short and long term disability plans + Paid temporary disability leave for specified conditions + City contribution of 13.6% into the N.C.
