The Project Management Unit works in the diverse area of team leaders managing scope, schedule, budget, quality, and risk for a broad range of transportation projects. The Project Management Unit is looking for a Team Lead to oversee two Senior Project Managers who supervise teams of Project Managers responsible for the delivery of assigned portfolios of centrally-managed STIP and non-STIP projects of varying complexity. These teams are responsible for pre-construction activities and tasks to develop assigned projects from the initial scoping phase through the letting of a construction contract. In this role, you will: + Provide direction, leadership, supervision, technical guidance and advice to the team members to ensure the establishment and obtainment of project goals, objectives, deliverables, and schedules. + Promote risk identification and the implementation of mitigation strategies to ensure projects remain on scope, schedule and budget. + Provide technical direction and expert advice to support resolution of elevated project-related issues, and decisions on complex engineering, design, environmental and public involvement matters. + Review key project deliverables for quality assurance while ensuring deliverables comply with all federal and state laws, rules, regulatory actions, policies, and procedures. + Attend and support project managers leading project meetings, foster effective teamwork, communication, coordination and collaboration + Possibly work directly with senior leadership, local, state and federal government representatives, professional engineering firms and Division and technical staff to resolve project issues, discuss project specifics and relay project status and updates. + Manage financial and human resources to meet project delivery goals. + Set performance measures, goals, and objectives. + Measure progress for the section and staff. + Execute the performance management system and make hiring decisions. + Ensure timely and proper administration of contracts with private engineering firms, including scopes of services, consultant selection, man-hour/cost estimates, progress reports and invoice review/payment, and monitor contract costs against available funding. Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience.
